- The Centers for Disease Control and Prevention, Division of National Center for Environmental Health, Division of Emergency and Environmental Health services intends to award a sole source contract to American Planning Association 205 N. Michigan Ave Ste. 1200 Chicago, IL 60601, for the creation of an e-learning directory of courses and curriculum guides that will improve the collaboration between the planning and public health professions so that health considerations are integrated into community design policies, programs, projects, planning, and public health and community planning professionals The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541990, All Other Professional, Scientific, and Technical Services and the small business size standard is $14M. The period of performance for this procurement is 24 months. American Planning Association and its subsidiary is the only contractor responsible for the national certification of professional planners that is recognized in all fifty states. It is also the only organization with a nationally based administrative infrastructure to provide continuing education and certification to professional planners for translational and training materials targeting professional planners. The development and delivery of the following items are requested in order to improve the collaboration between the planning and public health professions so that health considerations are integrated into community design policies, programs, projects, planning, and decisions. 1) An on-line Health Impact Assessment course targeting planning and design professionals to improve the collaboration between the planning and public health professions so that health considerations are integrated into community design policies, programs, projects, planning, and decisions. 2) Development of a National Training and support materials with a focus on Community Health Improvement Plans related to hospitals 3) Creation of webinar series supported by fact sheets establishing basic principles, strategies, policies, model language, and case studies targeting the public health implications of such topics as: Subdivision regulations, Street design guidelines, Parks and open space planning, Zoning and Land Use regulations, Bicycle/pedestrian system plans and How public health can work with planning Capability Statement: PAGE LIMIT 8 PAGES. Interested offerors should submit a capability statement specifically addressing the criteria listed below: a. Your opinion about the difficulty and or feasibility of the potential requirement or proposed acquisition, possible solutions and approaches that may currently exist in the marketplace, and information regarding innovative ideas or concepts; b. Your staff expertise, including your availability, experience, and formal and other training; c. Your current in house capability and capacity to perform the work; d. Your completed projects of similar nature; e. Your corporate experience and management capability. Provide any examples of prior completed Government contracts, reference, and other related information; and Information Submission Instructions: Cover page does not count against the page limit for the capability statement. Pages shall be formatted as follows: MS Word, 8 ½ x 11, 12 pitch, Times New Roman font with one (1) inch margins. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit capabilities statements to the Contracting Officer within 15 days from the posting date of this notice. The Government will review any all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement.
