- WAGE DETERMINATION 05-2071 SOLE SOURCE JUSTIFICATION STATEMENT OF WORK This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. NAVSUP Fleet Logistics Center San Diego intends to solicit and negotiate the proposed purchase order on a sole source basis for Maintenance Support/Service for three (3) Government owned Triton Sodar units. Government proposes to enter into a contract with Second Wind Inc, Somerville, MA. Sole source is based on Naval Facilities Engineering Command ESC; Port Hueneme, CA is currently studying resources at a number of Navy and Marine Corps installation. The Triton SoDAR units are highly mobile and easily deployed. As the original manufacturer (OEM), Second Wind, is the only source capable of providing the support services required which includes satellite communications with Triton, CPRS communication full data access to and from Sky Service, performance monitoring and software updates The statutory authority for this sole source procurement is 10 U.S.C. 2304(c) (1) per FAR 6.302-1(c). The NAICS Code for this is 811219 and the Small Business Standard is 190M. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 1:00 pm on August 8, 2013 PST will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Please quote all or none, no alternates or substituted parts. To be determined technically acceptable the Offeror must furnish product literature that demonstrates the products offered meet all requirements stated in the above purchase descriptions. All responsible Offerors are to submit current pricing, delivery time, payment terms, cage code, Dunn and Bradstreet number, Tax Identification Number and all applicable specifications regarding this solicitation. Provide copies of applicable commercially published price lists pertaining to your company's products that meet the specifications, along with applicable government discounts. In addition, quoters shall complete an electronic Online Representations and Certifications Application (ORCA). ORCA can be found at http://orca.bpn.gov. Enterprise-wide Contractor Manpower Reporting Application (ECMRA) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Facilities Engineering Command ESC; Port Hueneme, CA via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
