Description
JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (1) Agency and contracting activity (FAR 6.303 2(a)(1)) This requirement is for the 174th ATKW/CE. The contracting agency is the 174th MSG/MSC. (2) Nature and/or description of the action being approved (FAR 6.303 2(a)(2)) This procurrement is for a purchase order to obtain tear down and quote for Fort Drum MXS Overhead Door urgent repair (3) Supplies or services required to meet the Agency needs (including estimated value) (FAR 6.303 2(a)(3)) Urgent and Compelling, tear down and quote of overhead door at building MQ9 located at Fort Drum Wheeler Sack Airfield. Estimated value $11,400. (4) Statutory authority (FAR 6.303 2(a)(4)) FAR 6.302-2 Unusual and Compelling Urgency (5) The proposed contractor's unique qualifications require use of the authority cited above (FAR 6.303 2(2)(5)) The government would be seriously injured unless the agency is permited to limit the number of sources from which to solicit this bid or proposal. The doors are specialized overhead doors that were designed, manufactured and installed by internation doors. If this door is not fixed and the other door goes down, they 174th will not have a way to get their aircraft out of the hanger resulting in a mission stopage. (6) Description of efforts to ensure that offers are solicited from as many potential sources as practicable (FAR 6.303 2(a)(6)) None. Unusual and compelling urgency. (7) Determination of fair and reasonable cost (FAR 6.303 2(a)(7)) Price compared to Independent Government Estimate (IGE) (8) Market survey (FAR 6.303 2(a)(8)) None (9) Other facts supporting the use of other than full and open competition (FAR 6.303 2(a)(9)) The doors are specialized overhead doors that were designed, manufactured and installed by internation door. (10) List of sources, if any, that expressed a written interest in the acquisition (FAR 6.303 2(a)(10)) None (11) Actions, if any, that are being taken to remove and overcome any barriers to competition before any subsequent acquisitions for the supplies or services required (FAR 6.303 2(a)(11)) Market Research (12) Contracting Officer's certification (FAR 6.303(a)(12)) I have determined that the anticipated cost to the government will be fair and reasonable and certify that the justification is accurate and complete to the best of my knowledge and belief.
