- SPECIAL NOTICE The Government intends to solicit and negotiate on a sole source basis with Applanix Corporation, 85 Leek Crescent, L4B 3B3 Richmond Hill ON Canada, for the following requirement: The requirement is intended to provide support, maintenance, and licensing of existing Applanix POSPac MMS GNSS Aided Inertial Processing Tool Set, maintenance, software standard warranty, service packs, and software upgrades. Software license components including 24 hour help desk access, service packs, and firmware upgrades. Ground shipping is required if quoting for other than FOB Destination. Time of delivery is 30 Days after receipt of order. Deliver to U.S. Army Corps of Engineers, Charleston District, and ATTN: Matt Foss, 1055 Remount Rd. Bldg 3555, North Charleston, SC, 29406-3529. All contractors must be registered in the System for Award Management (SAM). Authority: 41 USC 253(c) (1). The FSC for this is D319 and the NAICS code is 334511 small business size standard is 750. The government intends to award a firm-fixed price purchase order for this requirement. Applanix is the manufacturer of the Global Navigation Satellite System (GNSS) - Inertial Navigation Systems that are currently deployed and used on all USACE hydrographic survey ships, launches and small boats. POSPac Software allows USACE Charleston field units to post-process mission critical three-dimensional inertially-aided GPS data. These data are used to precisely position and orient USACE Charleston survey platforms for hydrographic survey. The accuracy of the post-processed position and orientation information generated via POSPac software provides the highest quality data to be applied to nautical charts. POSPac is designed to exclusively work with the data recorded by the Applanix POSMV units used all USACE Charleston hydrographic vessels. USACE Charleston owns POS MV 320 as an installed component of the Reson Multibeam Sonar System and requires 1 license of POSPac and POSGNSS software that must be kept under annual software maintenance. This provides upgrades and patches that improve or add software functionality, as well as fixing any potential security issues that may arise. Without this maintenance, it is impossible to ensure system specifications are met. Applanix engineers and technicians are uniquely qualified to perform work on the system. POSPac MMS REQUIREMENTS: GNSS Aided Inertial Processing Tool Set for generation of post-processed GNSS-Aided Inertial Navigation Solution for installation on PC under Windows XP or Windows 7 One-Year Maintenance for GNSS Aided Inertial Processing Tool Set The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.301(c) (1). Interested firms may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 1:00pm, July 26, 2012 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required supplies. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
