Description
Sources Sought Notice for Technical Expertise in Corps Policy Compliance for a Navigation Feasibility Study, and the Corps of Engineers Dredge Estimating Program (CEDEP) 541330 - Engineering Services SYNOPSIS: This Sources Sought (SS) is for providing expertise in Corps Policy and regulations for the development of a navigation feasibility study. Specifically, expertise is needed in the application of the most current Corps policy and plan formulation regulations (ER 1105-2-100) in order to conduct product reviews and provide advice on development of a navigation feasibility study. The product reviews and advice will be relied upon in order to receive Corps approval on a navigation feasibility report. This also requires understanding of all legal issues to be addressed in a feasibility report and the ability to respond to legal comments or questions. Also required is expert knowledge of the Corps of Engineers Dredge Estimating Program (CEDEP). Per Corps regulation ETL 1110-2-573, quote mark Construction Cost Estimating Guide for Civil Works quote mark, CEDEP is to be used for developing navigation cost estimates. Expert knowledge of this program is required, along with access to the most current version of the software program and data. The U.S. Army Corps of Engineers, New Orleans District, solicits a Statement of Compliance from all qualified companies. Statement of Compliance: The Architect/Engineer (A/E) shall provide the Government a statement attesting that their firm and/or subcontractors can meet the above stated requirements. The statement shall be signed by an official authorized to attest on behalf of the A/E. The statement of compliance shall also include the following: 1)Firm name, address, telephone/fax numbers CAGE code, DUNS number, and proof of an active SAM.gov registry. 2)Identification of the company's size status (large business or small business). If small business, submit proper certification (socioeconomic status, such as 8a, HubZone, Woman Owned, Service Disabled Veteran Owned). NAICS Code 541330 business size standard proof. 3)Past experience with CEDEP software program, Corps Policy, and navigation feasibility studies. IMPORTANT: Responses must be limited to no more than 10 pages and received by the response time indicated below. This synopsis is for evaluation and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents MUST submit a response to this Sources Sought Notice in order to be considered for the above listed requirement, even if they have responded to previous Notices. This Sources Sought supersedes any previously posted Sources Sought Notices. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered. Electronic submissions will be accepted.
