- The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Cooperative Research Program of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS). The Northeast Fisheries Science Center (NEFSC) is seeking commercial fishing vessel partners to implement a pilot bottom longline (fixed gear) survey in the western and central Gulf of Maine focused on areas of complex rocky habitat that are not sampled by mobile trawl gear. This survey will address concerns about the catchability of specific species collected during bottom trawl surveys for important groundfish stocks, and will immediately enhance data collection for several data poor and depleted stocks that are specifically associated with rocky habitat. This survey will also provide important information for several species (Atlantic halibut, wolffish, thorny skate, cusk) that are not well sampled in bottom trawl surveys or those that are not caught in substantive numbers by commercial or recreational fisheries to help inform Endangered Species Act (ESA) listing decisions. This work is designed to build upon previously funded and ongoing cooperative research sampling programs utilizing fixed longline gear that were more restricted in geographic scope. A larger geographical sampling area in the Gulf of Maine targeting a broader range of data poor species is needed to support management efforts in New England. The vessels selected will sample approximately 43 stations in the western and central Gulf of Maine over 20 days in both the Fall of 2013 and Spring of 2014 for a total of 40 days of sampling. NOAA anticipates that 2 - 4 vessels contract awards are anticipated to cover the widely dispersed stations. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following factors 1 - 5, listed in descending order of importance, when combined, are significantly more important than price: (1) Description of vessel characteristics and configuration, particulars and general arrangement (with photos of deck configuration, berthing arrangement and wheelhouse electronics); (2) Description of each vessel commercial fishing history and any other information important in evaluating the vessel's fishing capability; (3) Description of the Master's and crew's work experience qualifications including copies of licenses held and emergency medical qualifications and descriptions of research qualifications and past research performed; (4) past performance; and (5) price.
