- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-68. The solicitation number for this requirement is W91ZLK-13-T-0239. This requirement is being solicited for full and open competition and is not set aside for small businesses. The associated North American Industry Classification System (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, and the Small Business Size Standard is 500 employees. The Government contemplates award of a Firm-Fixed Price purchase order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. This procurement will be evaluated as lowest price technically acceptable, for the purchase, delivery and installation of the following: CLIN 0001: One (1) Differential Scanning Calorimeter (DSC) and One (1) Thermo Gravimetric Analyzer This CLIN covers the purchase of the entire system, installation, training, and all necessary hardware/software. CLIN 0002: One Year of Included Hardware/Software/Labor Maintenance and Support This CLIN will provide funding for the maintenance of the installed system procured under CLIN 0001. The twelve month period of performance for this CLIN shall initiate once all items under CLIN 0001 are delivered and installed and the Government has taken ownership of the system. CLIN 1002: Option Year One- Extended Hardware/Software maintenance This extended maintenance shall include two preventative maintenance visits. This CLIN will be included as an quote mark option quote mark and the Government may fund this item if the need remains and funding is available at that time. The twelve month period of performance will begin once the PoP of CLIN 0002 has expired. CLIN 2002: Option Year Two- Extended Hardware/Software maintenance This extended maintenance shall include two preventative maintenance visits. This CLIN will be included as an quote mark option quote mark and the Government may fund this item if the need remains and funding is available at that time. The twelve month period of performance will begin once the PoP of CLIN 1002 has expired. Vendors shall format their quotes in accordance with this CLIN structure. Please see the attachment for full requirement description and details. INSTRUCTIONS to OFFERORS: All equipment WITHOUT EXCEPTION must be new and manufacturer's warranties information must be included. Acceptance shall be at destination. Shipping shall be FOB Destination to Aberdeen Proving Ground, MD, 21005. The installation will be on APG. All contractor representatives needing access to the installation must be US Citizens. Provide the Government detailed information on the following: a. Estimated delivery and installation after receipt of order b. Point of contact name and contact information, CAGE code, DUNS number, and TIN c. Contractor quotes must specifically address each requirement listed in the attachment to this solicitation. Diagrams, photos, and/or additional information are acceptable but not required. Partial quotes will not be evaluated by the Government. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors in accordance with FAR 15.101-2. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the offer.
