- Scope of Work Savannah River Remediation, LLC (SRR) is proud to be a member of the Aiken, South Carolina community. We are an engineering and construction facility with industry-leading capabilities, experience, and innovations needed to meet the full range of Liquid Waste (LW) program challenges. PURPOSE The purpose of this inquiry is to determine your interest and qualifications as a possible Offeror to provide all labor, materials, and services required for the performance of nondestructive examination, civil testing of concrete, grout, soils and QC inspection (such as Mechanical, Electrical, Instrument & Control) at the Savannah River Site (SRS) as defined in the procurement documentation (Attachment 2). SRR will use the information obtained in your response to this Expression of Interest (EOI) to determine your firm's ability and interest in performing this service. This EOI is for INFORMATIONAL PURPOSES ONLY. EXPENSES RELATED TO EXPRESSION OF INTEREST SUBMISSIONS This EOI does not commit SRR to issue a future solicitation for these services or to award a subcontract, nor to pay any costs incurred in the development and submission of any response. Funds are not presently available for any subsequent procurement action. SRR INFORMATION PROVIDED The Statement of Work, Attachment 2, provides information to determine process, concepts, qualifications, and interest. SUBCONTRACT TYPE It is anticipated that if the service referenced in this EOI develops into a future procurement action, the end result will be a fixed unit-price subcontract. Following a formal Request for Proposal (RFP), a single subcontract is planned; however, SRR reserves the right to make multiple awards. Award will be made to the Offeror(s) whose proposal best conforms to any resultant RFP and is determined by SRR to be the best value, technical approach and price considered. SUBMISSION OF RESPONSES If you do not plan to submit a response, a brief letter indicating your lack of interest and reasons would be appreciated. If no response is received by the established submission date, SRR will assume that you have no interest in participating in this procurement. EOI proposals (2 hard copies, 1 electronic) will be received by SRR through COB (5:00 P.M. EST) on August 15, 2013. EXPRESSION OF INTEREST SUBMITTAL INSTRUCTIONS I. GENERAL The response to this EOI should be definitive and complete in every relevant detail. The qualification data should be prepared simply and economically, and provide a straightforward, concise delineation of your capabilities to satisfactorily perform the required work. The response should demonstrate your overall qualifications and proven capabilities in supplying the equipment and services required to perform the services described in the Statement of Work. II. FORMAT AND SPECIFIC CONTENT OF RESPONSE To aid in evaluation, all submissions must follow the same general format. Therefore, at a minimum, the information specified below is required. Additional relevant information shall be supplied as required in Section 3.7 (Deliverables) of the Statement of Work. A. Qualification Criteria This section shall contain your response to each of the following Criteria and shall be specific and complete and shall demonstrate a thorough understanding of the requirements of the qualification data as stated herein. Unnecessary elaborate brochures or other presentations beyond those sufficient to present a complete response are not desired. Legibility, clarity, and completeness are required. 1. Responsible Contractor a) Performance Schedule The subcontract period of performance shall be from award date for a period of three (3) years with an option for two (2) 1 year extensions at the discretion of SRR. The subcontractor shall provide examination, testing, and QC inspection services in support of the various shift operations at SRS. Shift hours will be determined by the STR. Established working hours and shifts may be adjusted to accommodate work requirements with prior approval of the STR. b) Performance Record Demonstrate a satisfactory performance record. Include participation with similar projects within the last five years. Customer information for the previous projects shall include the name, contact, and telephone number. 2. Organization and Experience Demonstrate that your firm has sufficient resources or if you propose to perform the subcontract by use of a partnering agreement with another firm, or with the use of sub-tier subcontractors/suppliers, provide a commitment or explicit arrangement and/or the details of the arrangement/s that will be in existence at the time required. 3. Quality Assurance Program Submit your firm's corporate quality programs for information and indicate whether the program is based on a particular quality standard such as Nuclear Quality Assurance (NQA)-1 or International Organization for Standardization (ISO) 9001. 4. Service Capability (Equipment, Personnel, and Facilities) Provide appropriate documentation to indicate that your firm has the capability, equipment, personnel resources, and facilities necessary to perform the work scope. 5. Technical and Environmental Demonstrate your ability and provide details, including regulatory requirements, regarding the process and methods proposed to meet the requirements in the Statement of Work. 7. Pricing Provide rough order of magnitude cost and schedule associated with proposed plan. Payment plan expectation shall also be included.
