Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 811219 in the North American Industry Classification System (NAICS), and the size standard for such requirements is $19.0M. The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), is anticipating to award a non-competitive contract to Bruker BioSpin Corporation in Massachusetts to provide maintenance service for a 700 MHz NMR instrument; system ID BH006410. The instrument is essential for the research in the Laboratory of Biochemistry and Molecular Biology. The instrument will used to study the structures of proteins related to cancer. Bruker BioSpin Corporation is the manufacturer of the instrument. The maintenance work needs to be performed by the manufacturer trained personnel. In addition, the software to control the console of the instrument is only provided by the manufacturer; Bruker BioSpin Corporation. The contractor shall provide: Scope Labor, material, and equipment necessary to maintain and provide preventive maintenance for a government-owned 700 MHz Nuclear Magnetic Resonance Spectrometer Console, System ID BH006410. Contractor shall perform one (1) preventive maintenance inspections (PMI) during the contract period. Service shall consist of a thorough cleaning, calibration, adjusting, inspection, lubrication and testing of all equipment in accordance with the manufacturer's latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. Emergency Service One on-site, emergency repair service visit shall be provided during the term of this contract at no additional cost to the government. Emergency service shall be provided during normal working hours, Monday through Friday excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall within twenty-four (24) hours furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for scheduled PMIs. The contractor shall provide unlimited technical support hot-line number for telephonic trouble shooting for the instrument, reagents and applications during normal working hours, except Federal holidays. Replacement Parts The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumables. Parts shall be new or re-manufactured to original equipment specifications. Repair or replacement of parts shall be performed as soon as possible. If it takes more than one month to fix the CryoPlatform, another CryoPlatform shall be provided for temporary use or payment for the extra downtime for the CryoPlatform shall be deduced. Software Updates/Service The contractor shall provide Software Service and updates in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the government. Personnel Qualifications Personnel shall have a minimum of three (3) years factory training and experience in the servicing of the 700 MHz NMR spectrometer as covered by this contract. All primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this contract. If any responsible source believes it can perform the requirements they may submit their capability statements via email (PDF format; 15 Page Limit, these pages exclude resumes) for consideration by NCI to Afua Serwah- Asibey, Contracting Specialist, at serwahasibeya@mail.nih.gov. No collect calls or facsimile transmissions will be accepted. Respondents must include DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the applicable NAICS code. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation(s). Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
