- This market survey is being released for planning purposes only and shall not be construed as a request for proposal, or as any other obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey, or otherwise pay for information solicited. All information submitted will be afforded appropriate protections as proprietary to the respondent. This Market Survey is for the MK 788 Main Charge Disrupter, NSN: 1385-01-0470-5718, DODIC DWDF. The MK 788 Main Charge Disrupter is an explosive ordnance disposal (EOD) tool used to render safe various ammunition items. The MK 788 consists of an energetic tool (ET), a demolition material interface adapter, loading tool and an emplacement stand. The ET is a 1.82 inch diameter aluminum cylindrical tube 5.12 inches long, which houses a concave, nylon backed copper liner assembly and the demolition interface adapter. Each MK 788 is supplied with an emplacement stand consisting of a pivot base and adjustable tripod frame. The emplacement stand has been purchased previously from commercial sources. Please note that the MK 788 does not contain any energetic material at time of manufacture. The plastic explosive used in the MK 788 is packed into the ET at time of use. Interested companies who feel they have the necessary capabilities to manufacture the MK 788 should respond by providing the Government the following: 1) The minimum procurement quantity (MPQ) required for production and a rough order of magnitude price for production of that quantity; 2) a proposed time line to start production and list any long lead components which will hamper production lead time; 3) a brief summary of the company's capabilities; description of facilities, CAGE Code, socio-economic category as it applies to NAICS 332994, Small Arms, Ordnance, and Ordnance Accessories Manufacturing - size standard 1,000 employees; 4) personnel and related manufacturing experience; 5) estimated minimum and maximum monthly production quantities and lead-times; and 6) identify any items (MK 788 or similar) currently in production or when last produced. Additionally, interested companies should note if manufacturing resources are shared with other item/production lines and identify the approximate amount shared. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent, must be able to demonstrate and should describe his ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. All contractors interested in this potential future solicitation must be registered in the System for Award Management (SAM) database. Note: The Technical Data Package (TDP) associated with the MK 788 Main Charge Disrupter is classified as Distribution D limited distribution. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25.
