Description
Subject: Request for Information Synopsis for Professional Acquisition Support Services Purpose: The purpose of this Request for Information (RFI) is to conduct market research that will be used to formulate an acquisition strategy to support the Technology Services Organization (TSO), Indianapolis, Indiana. The Regional Contracting Office - National Capital Region (RCO-NCR) is requesting responses from all sources. The qualifying code for this effort is NAICS 541611. Mission Statement: TSO is tasked with providing information and technology support for software development, systems engineering, maintenance, and operation of business mission area systems to include; but, not limited to personnel and financial accounting systems in support of the mission of the Department of Defense (DoD). Other activities include functional support for accounting systems, studies, assessments, consulting, program and project management oversight, and integration and maintenance of the networks on which supported systems will be operated. TSO also provides software development, systems engineering, and technology support to the United States Marine Corps (USMC) and other selected DoD customers. TSO supports a number of business mission areas across the Marine Corps including the Deputy Commandant, Program and Resources (P&R); Deputy Commandant, Manpower and Reserve Affairs (M&RA); and the Deputy Commandant, Installation and Logistics (I&L). Additionally, TSO supports the Defense Finance and Accounting Services (DFAS), the Navy, and the Air Force. The implementation of standard systems requires program and project management support; analytical, technical, and programming support; as well as, the writing of programs to calculate and generate database codes. Requirement: TSO has a requirement for Acquisition Support Services in the development of a requirement package for complex information technology services. The contractor shall provide expertise (Defense Acquisition Workforce Improvement Act(DAWIA)Certified) in the specialized field of Federal Information Technology (IT) acquisitions to effectively support program/technical staff in the development of a complex enterprise-wide IT requirement. The contractor shall have senior-level expert knowledge and experience in Federal acquisitions in both operations and policy formulation. The requirement package will include the Acquisition Plan; Source Selection Plan; Determination of Commerciality; Cost Estimate; and Quality Assurance Surveillance Plan. Objectives for this requirement include: (1) ability to develop a Performance Work Statement (PWS); Acquisition Plan (AP); Source Selection Plan (SSP); Cost Estimate; Commercial Determination; and Quality Assurance Surveillance Plan (QASP) in accordance with all applicable Department of Defense (DoD) laws, regulations, policies, and/or guidance based on input from requirement stake holders; and (2) ability to communicate and lead a team in development of highly complex documents; Responses to this RFI shall not exceed 15 pages (excluding resumes), including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated above; (2) Labor categories and rates used by respondents for similar services; (3) Link to the respondent's General Services, or attached file of same, if these services are covered under GSA contract; (4) Three citations of any current or past customers (i.e., within the past two (2) years) to include contract number, point of contact telephone number or e-mail address; for and, (5) other material relevant to establishing core competencies of the firm. Please identify business size; point of contact; phone number; fax number; e-mail address; taxpayer identification number; DUNS Number; and CAGE Code. Response is due by 2:00 P.M. NOTE: Issuance of this notice does not constitute any obligation on the part of the Government to procure these services; issue a solicitation; nor notify respondents of the results of this RFI. No solicitation documents exist at this time. The Government will not pay for information submitted in response to this RFI and responses to this notice cannot be accepted as offers. Any information the Contractor considers proprietary should be clearly marked as such.
