- Full solicitation package The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals from qualified local organizations interested in evaluation activities as described in the attached solicitation. The competition under this solicitation is limited to local entities in accordance with Section 7077 of Public Law 112-74, the Consolidated Appropriations Act, 2012 (P.L. 112-74) titled "Local Competition Authority." For the purposes of this solicitation, "local entity" means an individual, a corporation, a nonprofit organization, or another body of persons that-- (1) is legally organized under the laws of; (2) has as its principal place of business or operations in; and (3) either is-- (A) majority owned by individuals who are citizens or lawful permanent residents of; or (B) managed by a governing body the majority of whom are citizens or lawful permanent residents of; a country receiving assistance from funds appropriated under title III of this Act. The Government expects to award one or two Firm-Fixed Price contracts by September 30, 2013. As further explained in the RFP, this opportunity consists of two standalone evaluation activities (Activity A and Activity B), and Offerors may submit proposal for either one of them or both. The Government, in turn, reserves the right to award a single contract or two contracts to conduct the subject evaluation activities. The estimated period of performance is nine (9) months from the effective award date. The authorized geographic code for procurement of goods and services under this contract is 935 which consists of any area or country including the cooperating country but excludes foreign-policy restricted countries.
