- Notice of Intent to Sole Source Dorner Company parts and services for repairs to the lower Fox River Dams in Northeast Wisconsin The United States Army Corps of Engineers, Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Dorner Company for establishment of a b lanket purchase agreement to furnish and deliver required parts and services for repairs to the lower Fox River Dams in Northeast Wisconsin. Dorner Company is the authorized service provider for Auma Actuators in Wisconsin. The replacement and service of these parts is necessary to ensure the continued ability to operate the dam tainter gates for Flood Risk Management. These parts are part of 73 lifting mechanisms that are used to control water levels on the Lower Fox River during high and low water situations. The Auma equipment is part of an overall lifting system that is depended on for the safe operation of the flood control structures by Government personnel often in extreme weather situations. Additionally, the manufacturer controls all documents and drawings related to the subject actuators and lifting mechanisms. The service technicians are the only authorized and certified technicians that have been trained by the manufacturer specifically on the equipment used on the Lower Fox River Flood Risk Management projects. The proposed contractor is the only contractor certified and authorized by the original manufacturer of the equipment to provide parts and service in Wisconsin. This notice of intent is not a request for competitive proposals. The Government intends to establish a blanket purchase agreement on a sole source basis. All interested parties who feel they have the capability to perform these services must submit a capability statement no later than 2:00 P.M., Eastern Daylight Time on 1 August 2013. Your response must demonstrate your firm's capabilities and experience. The qualified contractor must have the experience in f urnishing and delivering required parts and services for repairs to the tainter gate lifting mechanisms with Auma Actuators, gear boxes and associated equipment. All submittals will be considered by the Government and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No request for proposal (RFP) will be issued based upon this Notice of Intent.
