Description
The Human Resources Office of the US Embassy in Baghdad wants to go to a commercial online recruitment service provider for the bulk of the Mission's recruitment needs. By use of a dedicated online recruitment service, we aim to reach out to a more diverse group of applicants and to reduce drastically the person-hours spent in reviewing thousands of applications to determine if they meet the minimum requirements for the position. This service provider shall provide the Mission to a dedicated internet recruitment site to advertize all open positions. The site will be dedicated to the whole US Mission in Iraq. The provider shall provide a link that the US Mission can use on the external webpage for viewers to access a list of vacancy announcements and the job application form. Each advertized vacancy must allow for documents (applications, resumes, and other relevant supporting documentation) to be uploaded to the site. The provider shall advertize vacancies per HR model vacancy specifications. The applicant should be able to register, receive a password and access the application independently. All this must be accomplished in complete confidentiality. The application must incorporate the standards that the U.S. Embassy is obliged to use in recruitment. The application shall send notifications about new positions to all registered applicants. The applicant should be able to upload the required documentation (applications, resumes, reference letters, etc.) into the system. The basic platform will consist of several standard screening questionnaires for the majority of the positions. These job questionnaires are job-specific and keyed to the job requirements for the vacant position. This screening questionnaire shall be adaptable. The screening questionnaire will be weighted according to relevance and importance to the specific job vacancy being advertized and should be able to be sorted individually or by group of questions (skills, experience, qualifications, etc.). The system have the ability to test applicants' English language proficiency using the universally recognized English Placement Test CaMLA. The provider shall screen out, with the software, those applications that do not meet the minimum requirements, to create a shortlist. The system shall have the capacity to bulk regret all applications that do not meet the minimum required score and move all other candidates to a talent pool for processing. The system shall provide an automated notification (regret letter) to those applicants who were non-selected in the initial screening stage. The provider shall keep a register of applications for the period of six (6) months or more. When pricing please provide the following details: Annual Corporate Subscription to include the following: - Number of Users; - Number of Adverts; - Number of Questionnaires; - Online Response sent to E-recruitment Dash Board; - Training of users; - System Administration and Technical Support; - Posting; - Handling Response; - Talent Pool Creation and Management; - Corporate Careers Section; - Register.
