Office of the Director (OD) Office of Acquisitions Logistics & Operations (OLAO) Bethesda, Maryland 20892, www.nih.gov :http://www.od.nih.gov/OALM/OLAO/OA/default.aspx July 25, 2013 Pre Solicitation Notice # NIHOD2013438 Confocal imaging Equipment for National Institutes of Health's / NIDCD THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health's Office of the Director, Office of Logistics and Acquisitions Operations, on behalf of NIDCD, intends to negotiate a Fixed Price plus one year warranty equipment buy on a sole source basis with PerkinElmer Health Sciences Inc. under NAICS code 334516. This company has the appropriate expertise, infrastructure and operational capabilities to efficiently provide all the equipment with the features needed. At the end of trial periods conducted with various vendors, a designated working group evaluated the pros and cons of each of the demonstrated systems. Based on those discussions, the Ultra view system provided by Perkin Elmer was deemed to be the only system that could adequately meet the needs of all of the different laboratories and applications within the DIR. PerkinElmer Health Sciences Inc. is the only company which can effectively provide the equipment needed. No other supplies or services will satisfy the Agency's requirement. This procurement will be done pursuant to 41 U.S.C. 3304 (a) (1) and FAR) 6.302- (1). Capability Statement Requirements and Delivery Instructions This notice of intent is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow the government to determine if the party can meet the specs described below. Submissions will be evaluated based on (a) compatibility with existing equipment (b) Technical capability (c) Warranties provided (d) Must meet the needs of all the different labs designated to utilize the equipment. Submission of Capability Statements: Capability statements and related materials received by the Contract Specialist no later than August 19, 2013 @ 10:00AM Eastern Time will be considered by the government. Written responses received after August 19, 2013 @ 10:00 AM Eastern Time will not be accepted. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Point of Contact: Sharmaine Gerstel, Contract Specialist, Phone: (301) 594-3744 Please address questions via e-mail to Sharmaine Gerstel at gerstels@mail.nih.gov SPECS Confocal imaging Equipment The NIDCD currently conducts experiments at both the cellular and sub-cellular level that require the use of high-speed confocal imaging to visualize real-time activities in hair cells or hair cell organelles. The equipment should have the ability to observe responses of hair cells or hair cell organelles to specific molecular or genetic manipulations. Core Unit base module of the upgradeable modular laser system should contain a solid state 488nm DPSS laser (20 mW minimum power at end of fiber), laser beam combiner optics/ fast switching digital synchronization module: Synchronized Hardware control for no compromise in image quality during high speed recording. Unit should allow integrated synchronization of the camera, laser, Z position, and confocal scanner to allow high speed and high quality image capture whilst controlling wavelength, Z location and image capture Velocity® Acquisition: High speed 4D image acquisition. Imaging protocols should be created and saved for simple 2D single channel data through to multi-channel, multi-point time lapse 3D image volumes. Unit should support two imaging modes: o High speed sequential imaging, wavelength switching. Rapid, interactive, high resolution volume rendering of 3D and 4D data.
