Description
Officially released USMC RFQ M00264-13-T-0198 for Locksmith Services. Interested offerors to email proposal so that it is received at john.p.martin5@usmc.mil no later than 5 August 2013, 4:00 p.m. Eastern Time. The Headquarters U.S. Marine Corps (HQMC), located at the Pentagon in Washington, DC, has a requirement for locksmith services on an as-required basis for a base year and four option years. The services shall be provided at the following facilities in the Washington DC National Capital Area: HQMC in the Pentagon in Washington, DC; the Marine Barracks at 8th&I Streets SE, Washington, DC; the Marsh Center and the Wounded Warrior Building at Quantico Marine Corps Base, VA; and the Naval Support Facility in Arlington, VA. About 90% of the services would be at the Pentagon with the remaining services at the other locations. The contractor must meet the following requirements: 1. Required to have a security clearance of Secret or higher. 2. Ability to receive a Pentagon contractor badge. 3. Unescorted response within 2 hours during off duty, weekends and holidays. 4. Availability 24 hours a day / 7 days a week. 5. Certified to inspect GSA-approved containers after repair. 6. Have access and is able to process invoices in Wide Area Workflow. 7. Able to communicate verbally and in writing with the Government Project Officer and Contracting Officer. 8. Must have the required tools to be able to repair, drill, and inspect GSA containers. 9. Must be knowledgeable with and comply with Department of Defense (DoD)Manual 5200.01-V1 dated February 24, 2012 and Marine Corps Order (MCO) 5530.14A. 10. Contractor must be certified to repair, retrofit, remove, construct procure install, drill, weld, hole-saw, cut-off saw and replace General Services Administration (GSA) locks, vaults, and security containers using, but not limited to XO series locks, Sergeant and Green Leaf Locks, door handles, Cipher Locks, Locks Cores, manufacture and duplicate keys and perform any and all work associated with locksmithing. 11. The contractor must comply with all Federal Specifications and Qualified Products Lists when servicing and replacing locking devices throughout this contract. 12. The contractor shall establish and implement methods of ensuring that all keys issued to the contractor by the government are not lost or misplaced and not given to an unauthorized person. All persons assigned to this contract will legibly print their name and phone number and sign work orders or receipts. 13. The contractor shall ensure that all employees are bonded and have all current and valid professional certifications/licenses before starting work. Offerors shall provide a proposal in accordance with the attached RFQ M00264-13-T-0198. This is a competitive acquisition set aside for small business. Offerors shall provide quotes for all the sample scenarios provided in the RFQ. For each sample scenario, offerors shall provide a proposed price for the labor and material necessary to accomplish the requirement. On each scenario, the labor cost shall show the supporting labor category(s), labor hours, fully burdened labor rate(s), and total amount. For proposed materials, offerors shall list the materials necessary to accomplish each scenario, quantities, unit costs, and total price. All material must be new. Used or refurbished material is not acceptable. In addition, offerors shall provide a price list of all labor categories showing the labor rate(s) per hour. Offerros shall also provide a price list of all material items proposed to be used during the life of the contract. Proposals shall be emailed to john.p.martin5@usmc.mil so that they are received no later than 5 August 2013, 4:00 p.m. Eastern Time. Late quotes will not be considered.
