Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will NOT be issued. This solicitation is a Request for Quote (RFQ) and the solicitation number is FA8051-13-RFQ-Tractor Trailer Training. The 772 ESS/PKH Contracting Squadron, Tyndall AFB, Florida, requires the following: Tractor Trailer Training for ten (10) Air Force Civil Engineer Equipment Operators. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-67 effective 22 Jul 2013, Defense Federal Acquisition Circular Notice DPN 20130710 effective 10 Jul 2013, and Air Force Acquisition Circular AFAC 2013-0327 effective 27 March 2013. This acquisition is competitive Full and Open under the North American Industry Classification System Code (NAICS) is 611519, Other Technical and Trade Schools, the small business size standard is $14 million. DESCRIPTION OF REQUIREMENT: CLIN 0001 - Tractor Trailer Training Course Qty: 10 EA Tractor Trailer Training Course for ten (10) Air Force Civil Engineer Equipment Operators. The 2-3 week course (160 hours) includes as a minimum: performing operational checks, performing operator's maintenance, couple/uncouple, backing (4 hrs/day), over the road driving (4 hrs/day), and securing materials and construction equipment. The curriculum must be recognized by PTDI. The contractor shall provide all management, tools, supplies, equipment, vehicles, and labor necessary to provide a 2-3 week (160 hours) training course that covers the following tasks at a minimum: -Perform Operational Checks -Perform Operator's Maintenance -Couple/Uncouple -Backing (4 hours per day) -Over the Road Driving (4 hours per day) -Securing Materials and Construction Equipment The curriculum must be recognized by the Professional Truck Driver Institute (PTDI). Instructors must have a minimum of 5 years experience teaching tractor trailer operations. Instructors must have the skills to communicate effectively in oral and written form. Core staff should have operational experience in operations of tractor trailer combinations. The purpose of this training is to provide Air Force Civil Engineer Equipment Operators with the knowledge necessary to ensure safe and proper operating procedures when operating tractor trailer combinations. Heavy equipment operators Air Force wide utilize tractor trailer combinations to perform many tasks including transportation of equipment and tool assets to locations inside and outside of installation perimeters. It is crucial that our Airmen are trained in safe operating procedures prior to operating tractor trailer combinations. The equipment operators can be tested by the school for course completion purposes; however, the equipment operators will not be tested for a Commercial Driver's License (CDL) for Department of Motor Vehicle purposes. The awardee must be able to accept the Air Force SG physical and the drug and alcohol screening for the DOT physical and DOT drug and alcohol screening requirements. The classes can be done on two (2) different dates. The first class must start no later than 19 August 2013 and accommodate a minimum of three (3) and up to ten (10) equipment operators. The actual number of equipment operators that will attend the first class and the second class, if needed, cannot be determined until award is made and the actual start date and school location is known. BASIS FOR AWARD: The Government intends to award without discussions one firm fixed price contract for the acquisition of the service listed above. All interested parties must quote on the entire requirement. Award will be made to the lowest price responsible offeror that is determined to be technically acceptable. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all. Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. L. 112-175) none of the funds made available by that Act for general appropriations for DoD may be used to enter into a contract with any corporation that- (1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, unless the agency is aware of the unpaid tax liability, unless the agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government. (2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless the agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
