- The Bureau of Reclamation intends to issue a Request for Proposal for a firm fixed-price contract with a base and one (1) option year to investigate the relationship between fish habitat use, growth, and survival at appropriate temporal and spatial scales on a Yolo Bypass property used for rice farming and duck hunting. Work includes project management and oversight of timeliness and quality of deliverables, overall project schedule, and ensure work being performed is within the scope; design and implement a seasonally-inundated experimental agricultural floodplain for testing hypotheses about juvenile salmon rearing habitat; collect data on juvenile Chinook habitat use, growth and survival measurements at appropriate temporal and spatial scales; collect data on experimental treatments food web at appropriate temporal and spatial scales; collect data on physical and chemical environmental parameters at appropriate temporal and spatial scales; data analyses and reporting; peer review publication. This requirement is being advertised under North American Industry Classification System (NAICS) Code 541690, with a small business size standard of $14 million. This procurement is set-aside 100% for small business. Solicitation R13PS20183 will be posted to http://ideasec.nbc.gov on or about August 9, 2013. The date for receipt of quotations shall be September 8, 2013 at 4:00 p.m. mountain standard time. All quotations shall be submitted via e-mail to casmith@usbr.gov. No quotation shall be accepted via IDEAS-EC. The solicitation shall be downloaded at the above website; no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in System for Award Management (SAM) database at https://www.sam.gov to be eligible for award. The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS).
