- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number, VA262-13-Q-1069, is issued as a request for quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67 effective July 22, 2013 and Veterans Affairs Acquisition Regulation Supplement (VAAR) current to June 2013. The North American Industry Classification System (NAICS) Code for this acquisition is 541512, Size Standard: $25 Million. This procurement is being set-aside for small business. Offeror's quotes are hereby being requested and shall be submitted on offeror's letterhead or bid form and shall contain the name, title, and signature of person authorized to submit quotes on behalf of the contractor. As stated in this clause, the Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offerors initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussion if later determined by the Contracting Officer to be necessary. In accordance with FAR 52.212-2 (a), the Government shall award task order(s) resulting from this solicitation to the responsible offeror whose contract proposal is determined to be most advantageous to the Government, when utilizing the lowest price technically acceptable method. The Contractor must meet all the needs required in the solicitation to be considered acceptable.
