Description
Wage Determination to assist vendor in identifying labor category Statement of Work detailing requirement This is a solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The procedures in FAR Part 13 Simplified Acquisition Procedures will be used. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. This solicitation is issued as a Request for Quotation (RFQ); solicitation/reference number is F1N1D53199AA001. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67. This requirement is advertised as a 100% Small Business Set-Aside and FAR 52.219-6 Notice of Total Small Business Set-Aside applies. The associated North American Industry Classification System (NAICS) code is 811310, and the small business size standard is $7,000,000.00. Please ensure your SAM registration includes NAICS code 811310. This solicitation is for one (1) non-personal service to provide all management, labor, shipping, test equipment, tools, parts, filter replacement,firmware upgrades, product modifications,filed advisories/modifications, PCB revisions, spare part upgradesand other related cost necessary to maintain, repair and keep eight (8), three (3) phased, continuous duty, solid state MGE Galaxy PW, and Uninterrupted Power Supply systems. There are two (2) required periods of performances for this requirement: 30 Aug 13- 29 Aug 14 for five (5) UPS units and 23 Sept 13 - 29 Aug 14 for three (3) UPS units. Read attached incorporated Statement of Work dated 15 Jul 13 for a detailed purchase requirement. FOB: Destination, performance at Columbus AFB, MS 39710. A MGE/APC certified technician must run internal diagnostic checks. The following Federal Acquisition Regulation (FAR) provisions and clauses apply to this acquisition: 52.202-1, definitions; 52.204-4, Printed or Copied Double-Sided on Recycled paper; 52.204-7 System for Award Management;,System for Award Management Maintenance; 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition; an addenda is included below; 52.212-3 Alt I, Offeror Representations and Certifications -- Commercial Items applies; offerors shall complete the Online System for Award Management at https://www.sam.gov; ensure information is accurate and current. The following Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply: 252.203-7002 Requirements to Inform Employees of Whistleblower Rights, 252.204-7003 Control of Government Personnel Work Product, 252.204-7004 Alternate A, System for Award Management, 252.232-7010 Levies on Contract Payments, and 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Specifically, the following clauses cited within 252.212-7001 are applicable: 252.203-7000, Requirements Relating to Compensation of Former DoD Officials; 252.225-7001, Buy American Act and Balance of Payments Program; 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports; 252.247-7023, Transportation of Supplies by Sea, Alternate III. The following Air Force Federal Acquisition Regulation Supplement (AFFARS) provisions and clauses apply: 5352.201-9101, Ombudsman; 5352.223-9001, Health and Safety on Government Installations; 5352.242-9000 Contractor Access to Air Force Installations. All interested parties must be registered with the System for Award Management as prescribed in DFARS 252.204-7004. Award cannot be made to an offeror unless they are registered and current in the System for Award Management (SAM) database. ADDENDA: 52.212-1: Contractor submission requirements: Submit preventive maintenance and battery maintenance plans and verification of a certified MGE/APC technician to run internal diagnostic checks that show's contractor will conform to requirement in the SOW. Preventive and Battery maintenance plans submitted will identify the tasks to be accomplished in bullet format. EVALUATION CRITERIA: 52.212-2 -- Evaluation -- Commercial Items applies to this acquisition. The specific evaluation criteria in 52.212-2 paragraph (a) are as follows: Evaluation of offerors will be based on technical acceptability and price. An offeror is technically acceptable if there are no exceptions to the Statement of Work and their submittals are determined to be technically acceptable. Preventive and Battery maintenance plans and verification of a certified MGE/APC technician must be submitted with quotes in order for the offeror to be considered for award. Award will be made to the Lowest Price Technically Acceptable offeror that represents the best value to the Government. The Government reserves the right to award without discussions. The Government reserves the right to award to other than the lowest priced offeror if deemed in the Government's best interest.
