- Waste Water Treatment Facility FA4484-13-R-0001-0004 (Amendment #4) Waste Water Treatment Facility FA4484-13-R-0001-0003 (Amendment #3) Waste Water Treatment Facility Questions Performance Work Statement (PWS) with tracked changes in Word document Technical Exhibit #2 with tracked changes in Word document The contractor shall provide all labor, equipment and supplies necessary to operate, maintain and repair the 25 acre 2.4 MGD, WWTS, 95 acre LAS, and the TTBSS. The equipment to be maintained and/or repaired includes, but is not limited to: manholes, force and gravity sewer mains, lift stations, basins, buildings, equipment, valves, pumps, piping, generators, motors, conveyors electrical components, instruments and gauges as further defined in the Performance Work Statement (PWS). The contractor is also responsible for grass cutting and snow removal in and around the facility. The contractor will also be required to maintain and operate the Beneficial Waste Reuse System that is used to irrigate the Dix golf course to include all system components, piping mains, perform monitoring testing and all required reporting. This is a commercial acquisition. This pre-solicitation notice is a request for proposal and is issued on an unrestricted basis under the Standard Industrial Classification code 4952; NAICS code 221320 and the related small business size standard $7 million. The contract will be a firm fixed contract with a cost reimbursable CLIN. The proposed performance period is a base period from 1 October 2013 to 30 September 2014 and four (4) one year options. A pre-proposal conference and site visit are tentatively scheduled for 9 July 2013. If you are planning to attend the site visit and in order to ensure access to JB MDL, NJ coordination with the 87th Contracting Squadron (87 CONS) is mandatory not later than 1 July 2013. All potential sources must obtain a DUNS number and register in the System for Award Management (SAM) in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number and register in the SAM may result in the delay of award of contract or possible award to the next otherwise successful offeror who is registered in the SAM at the time of award. Solicitation will be issued on or about 21 June 2013. The offer due date will be stated in the solicitation. The entire solicitation will be made available only on the Electronic Posting System (EPS Website) at http://www.fedbizopps.gov. The solicitation can be accessed by following the links on the EPS website to: USAF Offices, Air Mobility Command, 87 CONS. Paper copies will not be made available. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments to this solicitation. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE code). All responsible sources may submit a proposal, which will be considered by the agency.
