- The Alabama National Guard is seeking to purchase catered meals at Fort Harrison in Helena, Montana Dinner starting 17 August; Breakfast, Lunch & Dinner 18 August - 30 August 2013; Breakfast and Lunch 31 August; In addition Breakfast, Lunch & Dinner starting 26 August and ending 31 August 13 at Limestone Hills Training Area Located west of Townsend, on Montana. Please see attached document for dates and meal serving times. Delivery location and times will be specified at the time of award. REQUIREMENTS: Provide, on location, all management, personnel, labor, materials, and food products to prepare, set-up, serve and clean-up all meals. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract to the responsible bidder whose bid, conforming to the request for quote, will be most advantageous to the Government, considering only price and price-related factors. A. Contractor will comply with all FDA Food Code guidelines. http://www.fda.gov/Food/FoodSafety/RetailFoodProtection/FoodCode/FoodCode2009/ B. Contractor shall purchase food in the performance of this contract from only approved vendors IAW the FDA Food Code guidelines. A list of food sources must be provided upon request. No food will be purchased from a non-USA company. C. The meal counts are approximate and listed at the maximum capacity, Not- to-Exceed amount. The Unit's point of contact will provide a more accurate count of meals no later than 48 hours prior to first day of class for each scheduled course. The Government will not be responsible to pay for meals above the Unit's scheduled course head count that is not served. If shorter than 48 hours notice cancellation of meals causes the vendor to incur otherwise non-billable costs for perishable food, the vendor shall be reimbursed for those food costs provided the food has no alternative business use and is itemized and approved by the contracting officer for reimbursement. D. Contractors shall have and be in compliance with all Federal, State and Local laws, regulations, policies, permits and insurance pertaining to the appropriate food industry. SECURITY REQUIREMENTS A.Work performed under this PWS is UNCLASSIFIED. The Contractor during the performance under this contract shall comply with all applicable Department of Defense (DoD) security regulations and procedures. The Contractor shall coordinate with the COR all issues dealing with access to Government buildings, facilities, or property. B.Contractor will ensure the physical security of food and water from the point of purchase to the point of receipt on Fort Harrison. C.The Contractor will ensure that personnel have proper identification for entry or access to location. The following documents are available for download by interested parties: Menu Quality Standards/ Bid Sheet. Compliance with the requirements stated therein will be mandatory under the terms of the awarded contract. SUBMITTALS: All offers are to include: 1. Completed Bid Sheet Simplified Acquisition Procedures will be utilized. Offers will be evaluated as lowest price technically acceptable. The Government intends to evaluate offers and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)).
