Description
The U.S. Fish and Wildlife Service has a requirement for all work associated with construction of a new pedestrian bridge overpass for the Ridgefield National Wildlife Refuge, 28908 NW Main Avenue, Ridgefield, WA 98642 as set forth in associated Statement of Work and applicable drawings. Construction work includes, but is not limited to, construction of a bridge that will be approximately 780 feet long consisting of 5 spans ranging from 110 feet to 165 feet. Construction of bridge piers will be cast in place, reinforced concrete. Bridge spans will be structural steel, custom fabricated girders with steel deck and concrete topping. The bridge will be stabilized using 3 tuned mass dampers. The ends of the bridge will be constructed of earthen berms transitioning from the bridge piers to existing grade. Work also includes rehabilitation of existing parking lot, creation of a trail from the parking lot to the base of the bridge and restoration of areas impacted by the work. Following construction of the new bridge the existing bridge will be demolished. Approximate construction start date is May of 2014 with a performance period of 365 calendar days from issuance of notice to proceed. Magnitude of project is between $1,000,000.00 and $5,000,000.00. Proposal submissions that do not include a twenty (20) percent bid bond of the total price quoted with their proposal submission will be considered nonresponsive. The successful awardee will be asked to provide a 100 percent payment and performance bond within 15 days of award. Project will be unrestricted to any size business. Applicable NAICS code is 237310. Solicitation number is F13PS00533 with a response date for proposal for September 5, 2013 at 3 PM PDT. Site visit will be held on Tuesday, August 13, 2013 at 10 AM PDT at the Ridgefield National Wildlife Refuge, 1071 S Hillhurst Rd, Ridgefiled WA 98642. Firms interested in attending the site visit should provide advance notice to Eric Anderson at 360-887-4106. Questions will be due by close of business on August 19, 2013 and need to be emailed to Barry Shaw at Barry_Shaw@fws.gov. Questions will be consolidated and answers provided by issuance of an amendment directly thereafter. Source selection process will be best value procurement with award based upon experience, past performance and price. Price is significantly less important than experience or past performance. Experience and past performance are of equal value. Specific evaluation factors will be clarified in the Award Evaluation Factors of the solicitation package and proposal submission instructions and page limitations to be spelled out in proposal preparation instructiosn of the solicitation. Information available from the Past Performance Information Retrieval System (PPIRS) may also be used to supplement the evaluation of past performance.
