Description
THIS PRE-SOLICITATION NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES AND IS NOT TO BE CONSIDERED A REQUEST FOR PROPOSAL (RFP). This pre-solicitation notice is to inform potential offerors of an upcoming requirement for the Life Cycle Product Services in continuing support of the V-22 Osprey tilt-rotor aircraft. Product Support Services to be provided under this requirement include, program management, acquisition, engineering, logistics, training, data and technical management, integrated systems management, analysis, planning, technical, and sustainability support for the V-22 Osprey. If interested, please request the DRAFT Performance Work Statement (PWS) for this requirement from the POC below. It is the Government's intent to award a single Cost-Plus-Fixed-Fee type contract, therefore, all respective offerors shall be required to be CAS compliant as set forth in FAR Part 30, and shall adhere to the cost principles, procedures, and standards as set forth in FAR Part 31 to be considered for award. The period of performance will be a 12-month base year with two 12-month option periods. The eventual RFP will be solicited based on Full and Open competition, and further, will be evaluated on a Best Value Source Selection basis, as the criteria will be set forth in the RFP. The security level, as it stands today, is Top Secret, but may be downgraded to Secret by the time of RFP release. A DD Form 254 will be released with the RFP setting forth the level of security and criteria. Those offerors who do not possess the required level of security, as requested in the RFP, will not be considered for evaluation/award. The North American Industry Classification System (NAICS) Code applicable to this acquisition is 541330. Interested contractors must obtain a DUNS number and register in the System for Award Management (SAM) in order to transact business with the Government. It is the responsibility of the offeror to review this web page for notice of amendments, updates or changes to this pre-solicitation notice.
