- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is 0010357546-0001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-68. The associated North American Industrial Classification System (NAICS) code for this procurement is 333243 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-07-29 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Ft Drum, NY 13602 The MICC Fort Drum requires the following items, Brand Name or Equal, to the following: LI 001: QTY 1(ea) Bandit Industries, Inc Tree Chipper with loader and cab Model 1850 dealer prepped or equal. Tree Chipper model year shall be 2013 or newer. Tree Chipper horsepower shall be a minimum 350 hp TEIR III diesel engine, engine block heater, engine pre cleaner - engine air, engine E-stop. Tree Chipper cab features shall have 1/4"(inch) lexan windows, cab fan, stationary seat with hydraulic controlled joysticks mounted on an adjustable control module, GEM engine software monitoring system, fuel and hydraulic tank sight gauges, auto feed tach, throttle control, and 12 volt ceiling mounted AC / heating unit. Tree chipper loader shall be a back-hoe style loader with continuous rotation by-pass grapple with minimum 6? closed tine diameter, minimum 49? tine opening. Tree chipper cutting disc shall be approximately 55 inch diameter X 2 inch wide with 6 knives. Tree chipper discharge system shall have a hydraulic controlled 270 degree swivel chute with hydraulic controlled 12 inch chip deflector, clean out and inspection door on discharge. Tree chipper towing hitch shall be 2.5 inch pintle. Tree chipper shall have hydraulic tongue jacks and electric brakes. Tree chipper shall have radiator guards and removable radiator debris screen. Tree chipper shall have towing safety chain. Tree chipper tongue jack capacity shall be approximately 8,000 pounds. Tree chipper hydraulic feed system shall be a spring loaded slide box type feed system with two horizontal feed wheels. Tree chipper in-feed hopper opening shall be approximately 18 inches high X 20.5 inches wide with forward, neutral and auto reverse control bar. Tree chipper lighting electrical system shall be 12 volt system with rubber mounted LED taillights, with 6 prong replaceable coiled trailer power cord. Tree chipper hydraulic option shall have a in-line hydraulic pressure check system. Tree chipper shall have operator?s and parts manuals., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Fort Drum intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Fort Drum is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
