HSFLGL-13-Q-00170 STATEMENT OF WORK (SOW) GUEST LECTURER SERVICE This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation HSFLGL-13-Q-00170 is issued as a Request for Quotations (RFQ). The resulting contract will be a Firm Fixed Price contract under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The method of evaluation can be found in FAR Part 52.212-2 Evaluation-Commercial Items. This is a set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 611430. The size standard is $10.0 million. U.S. Department of Homeland Security, Federal Law Enforcement Training Center (FLETC) Glynco, Georgia is seeking Guest Lecturer Services in the Law Enforcement Supervisors Leadership Training Program (LESLTP). GUEST LECTURER SERVICES for the following training program dates: 1. LESLTP-401, December 3-13, 2013 2. LESLTP-402, January 7-16, 2014 3. LESLTP-403, January 28-February 6, 2014 4. LESLTP-404, February 25 - March 6, 2014 5. LESLTP-405, March 18-27, 2014 6. LESLTP-406, March 25-April 3, 2014 7. LESLTP-407, April 8-17, 2014 8. LESLTP-408, April 29-May 8, 2014 9. LESLTP-409, June 3-12, 2014 10. LESLTP-410 June 17-26, 2014 11. LESLTP-411 July 8-17, 2014 12. LESLTP-412 July 22 -31, 2014 13. LESLTP-413 August 5-14, 2014 14. LESLTP-414 August 19-28, 2014 15. LESLTP-415 September 9-18, 2014 16. LESLTP-416 September 23 - October 2, 2014 CLASS AUDIENCE: Provide leadership training to federal, state, and local law enforcement officers. REQUIRED CLASS INSTRUCTION: Provide Federal legal topical areas training via lecture, table top, and/ or laboratory exercises. Lecture on law enforcement leadership and organizational change. Provide a six-hour lecture during the two-week program in the course titled Proactive Leadership Strategies. Lecture shall consist of information, in-depth classroom discussions, and question and answers. As applicable, the information contained within the lecture should be readily reinforced by table top exercises and/or hands-on applications. The guest lecturer is expected to keep his/her materials up to date with current concepts, protocols, and trends, both on their own and at the request of the LICBD and Program Coordinator. The lecture should include, but is not limited to, the following topics: 1. How a leader can positively influence an organizational culture 2. An analysis of the law enforcement culture and the impact of dealing with problem employees 3. Law enforcement cynicism 4. Principles of effective leadership skills which assist supervisors and managers impacting personnel 5. Self-management 6. Practical suggestions for encouraging employees 7. Leadership perspectives for changing a law enforcement culture SUPPLIES, EQUIPMENT, AND INFORMATION: The guest lecturer shall furnish originals of any PowerPoint, workbooks, student handouts, and other materials to enhance the training conducted for LESLTP students. The FLETC/LICBD staff personnel must be able to inspect and approve any handouts prior to dispersal to the student audience. The guest lecturer must be a subject matter expert and published author on the topic of leadership. The guest lecturer must have the intellectual authorization or copyright to provide FLETC/LICBD with a student workbook which includes quotations, paraphrases, and the leadership development points as outlined in the book titled Challenging the Organizational Culture: Leadership Strategies for Law Enforcement Leaders, or a like publication. The FLETC/LICBD will have the right to reproduce the workbook for inclusion in the course materials for each iteration of the LESLTP in Fiscal Year (FY) 2014. The FLETC staff will provide training space, classrooms, and other equipment for use by the guest lecturer. KNOWLEDGE, SKILLS, and ABILITIES: The guest lecturer shall have the practical experience, educational requirements, and knowledge of a law enforcement leader. The information being conveyed is not purely academic in nature, and does require experience as a first-line supervisor, mid-level manager and/or senior executive in supervising or managing a law enforcement workforce. Therefore, it is imperative that the guest lecturer have practical experience with the subject matter and relating to its use to law enforcement supervisory personnel. NOTE: To receive an award resulting from this solicitation, offerors MUST be registered in the SAM.gov database. Subject to FAR 52.232-18 Availability Of Funds (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
