Authority Cited: This recommendation is being made pursuant to the statutory authority permitting other than full and open competition. Identify the appropriate FAR citation: _X__ FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Also provide the following information: Required delivery schedule: 30 April 2013 Required lead-time: One Week. ___ FAR 8.405-6 - Limited sources justification and approval (used for GSA purchases) ___ FAR 6.302-2 - Unusual and compelling urgency. Also provide the following information: Date requirement was first known: __________; Required delivery schedule and basis for required delivery schedule: __________________________________ (Address the basis for why only the proposed contractor(s) SED Control# 0472-3A 4 can meet the required delivery schedule); Required lead-time: ___________________; Explain how the Government will be harmed by a delay in award: _____________________ (if delivery schedule is not met, define in terms of significant monetary or mission performance degradation and the basis. Ensure that this section tracks to the Statement of Urgency/Statement of Impact.) Describe why the authority cited above is appropriate for this acquisition: Concurrent Computer Corporation is the sole producer of the iHawk Rackmount System. iHawk is the real-time operating system chosen by Lockheed Martin for use in their System Integration Lab (SIL) for use in the new Integrated Test Set (ITS) Master Computer. The SIL's requirement to integrate the iHawk Rackmount is required in order to meet customer requirements for real-time data. Failure of purchasing would disrupt operation of the HH-60A/L Helicopter and supporting SIL. Contractor's unique qualifications (i.e., unique skills, data, equipment, processes) and evidence that such are essential to meet the government's requirement: the basis for attributing qualifications to the contractor, why no other contractor has or can be made to have the essential qualifications to meet the government's requirement or specified delivery date, and provide a statement why no other type of hardware or service can satisfy the government's need.) ___________________________ ___________ Brian D.
