- Solicitation Number: W81XWH-13-R-0066 Notice Type: Presolicitation Synopsis: ANNOUNCEMENT PRESOLICITATION NOTICE CLASSIFICATION CODE: Z SUBJECT: Carpet Replacement, Building 810, 2nd Floor Hallway and Elevator SOLICITATION NUMBER: W81XWH-13-B-0066 RESPONSE DATE: September 9, 2013 CONTACT POINTS: Amanda Best, Contract Specialist, amanda.l.best7.civ@mail.mil DESCRIPTION: The United States Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Garrison (USAG) has a requirement to replace carpet in the 2nd floor hallway and elevator of Building 810 as well as an optional task to replace carpet the 2nd floor conference rooms(106, 107, 109, and the hall between reception and the entry) in Building 1681 at Fort Detrick, MD. This building is the Headquarters of the US Army Medical Research and Materiel Command and some after duty hours (07:30AM to 04:30PM) work may be required which will be explained in the solicitation. The solicitation will be an Invitation for Bids (IFB), which requires the contractor to submit his bid and supporting documentation and his best price by the solicitation closing date/response date. Bids will be open at a public opening and subject to final review of the bids award will be made to the lowest priced, responsive and responsible bidder. IFBs are evaluated based on price and price related factors and responsiveness of the bid to the requirements of the solicitation This project consists of the removal/demolition of the old existing 24 quote mark x24 quote mark carpet tile system, and replacing with a new Sheet carpet located in the 2nd floor hallway and the building elevator of building 810. The project area is 2,100 sq. ft. in size that also includes the removal and replacement of 700 linear feet of cove base. The Minimum Essential Characteristics (MECs) for the carpet and wall cove base are as follows. Carpet: Face Construction: Tufted or woven level loop, multilevel loop, cut and loop or woven. Fully cut pile is not acceptable. Face Fiber: 100% branded nylon - either Antron, Ultron or Zeftron nylon with anti-stain treatment. Type 6, or 6 branded by fiber manufacturer. Gauge: Minimum 1/10 inch (3 mm) Stitches: 13.5 per inch (25 mm) for woven and cut and loop. 10.3 per inch (25 mm) for loop. Pile Height: Minimum 9/32 quote mark (7 mm) for cut and loop. (.281) Minimum 5/32 quote mark (4 mm) for loop (.156) Minimum 7/32 quote mark (6 mm) for loop (.219) Pile Weight: Minimum 79 oz. (2.2 kg) for cut and loop. Average Density: 6000 minimum Primary Backing: Polypropylene Static Control: Built into the fiber; less than 3.5 Kv., for normal office environments. Fire Characteristics: Radiant flux -.45 or greater; Smoke density: -450 or less Wear Classification: Severe Rubber Cove Base: Description: 4 quote mark X1/8 quote mark (63X3 mm) rubber wall base. Cove base to be installed on all walls that come in contact with new carpet. Color/Pattern: New carpet and cove base colors shall be selected by the customer/area user from the available colors and patterns for the given product manufacture list of available colors cover under the approved project submittals. Cove base color must complement new carpet colors. OPTIONAL TASK: Demolition Phase: 1.Remove carpet in the following areas: Building 1681, 2nd floor conference room, Rooms 106, 107, 109, and the hall between reception and the entry. 2. Remove vinyl cove base in areas getting new flooring. 3.Prepare for new flooring. The original floor is concrete slab. The existing floor must be thoroughly vacuumed to remove all debris and dust to ensure good adhesion of glue. New Construction Phase: All adhesives must be low VOC 1.Install new carpet as specified in the attached specs in the 2nd floor conference room, Rooms 106, 107 & 109 in color selected by government. 2.The 2nd floor conference room shall have roll goods carpet with 3/8 quote mark minimum thick soundproof carpet padding installed by the glue-down method. 3.Rooms 106, 107, and 109 shall have 18 quote mark x18 quote mark carpet tile. These shall be installed using the troweled on grout method and shall be rolled with a weighted roller after installation to ensure proper adhesion. 4.Install new resilient sheet vinyl as specified in attached specs in the hall outside reception in the color and pattern selected by government. 5.Install new 4 quote mark vinyl cove base and matching preformed cove base corners in color selected by government. 6.Repair any damage to walls to match adjacent walls. This requirement is a 100% Small Business set-aside for offerors operating under NAICS code 236220, with a size standard of $33.5 million. Small Business status will be verified via the Small Business Administration. Proposals received from concerns that do not qualify as a Small Business shall be considered nonresponsive and shall be rejected. However, before rejecting a proposal otherwise eligible for award because of questions concerning the small business size representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-13-B-0066 is anticipated for release to the vendor community on or about 15 August 2013 and proposals will be due on or about 3 September 2013. The magnitude of the requirement is between $25,000 and $100,000. A site visit will be held. The date of the site visit will be stated in the solicitation. No hard copies of the solicitation will be issued by this contracting office. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/default.cfm or https://www.fbo.gov/. Potential offers are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract.
