- The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation) intends to issue a solicitation for Farming and Irrigation Services at Palo Verde Ecological Reserve (PVER) Project Description: Reclamation has a requirement for services to maintain riparian habitat along the lower Colorado River (LCR). Farming services will be needed at the Palo Verde Ecology Reserve, which currently has been planted with riparian trees and mainly will be maintained at a level appropriate for efficient water delivery; invasive weed control and general maintenance of the site. The overall goal for PVER is to develop and maintain as much riparian habitat as practical that will contribute to the habitat objectives for endangered and threatened species outline in the LCR Multi-Species Conservation Program (MSCP) Habitat Conservation Plan (HCP) and the California Endangered Species Act (CESA). PVER is located approximately five miles northeast of Bylthe, California. The area encompasses 1,352 acres of historic floodplain of the Colorado River. The following list indicates the type of work to be performed: oFarming services including custom tillage and equipment oSpraying (herbicides and fertilizer) oSeeding oLaser leveling/contouring, border maintenance oIrrigation services, repair and maintenance oRoad maintenance and dust abatement oOther services might include: purchasing commercially available seed, shallow excavation up to maximum 2 foot depths, purchasing and applying herbicides and fertilizers oEradication of nuisance mammals (gophers) Complete details on this requirement will be described in Solicitation No. R13PS30098 - Attachment 1, Performance Work Statement. The solicitation package is expected to be posted on or about July 22, 2013. The successful awardee shall be expected to provide all personnel, equipment, tools, materials, supervision and other items and services necessary to perform irrigation management services, herbicide application, and invasive plant removal. Services under this contract will be needed for a five (5) year period as to ensure that the maintenance of the vegetation community is achieved. Performance is anticipated to start in January 1, 2014 and continue through December 2018. This requirement will be solicited as a Small Business Set-aside. There will be no public bid opening as competitive proposals will be evaluated in accordance with FAR Subpart 15.101-1, Best Value, Tradeoff selection procedures, FAR Part 15, and the evaluation criteria included in the solicitation. The resultant award is expected to be a firm-fixed-price unit rates for all services with the exception of the acquisition and application of fertilizer and chemicals, which will be on a time and material basis with a not-to-exceed ceiling established.. The North American Industry Classification System (NAICS) code is 115112, Soil Preparation, Planting, and Cultivating, with a size standard of $7M. The solicitation and any amendments to the solicitation will be available through the Federal Business Opportunities (FBO) (www.fedbizopps.gov) website. The extent of the work will be described in the solicitation when it is posted on or about July 22, 2013, under Solicitation number R13PS30098. Once posted, the solicitation package will contain a complete description of the requirement and provide timeframes and instructions for how to prepare and submit a proposal. All dates in this notice are estimates and are subject to change. No other information will be available before the solicitation is posted. NOTE: The Solicitation will be issued electronically, as will any amendments thereto, in accordance with FAR Subpart 4.5 and 5.102(a)(1); therefore, hard copies will not be provided. There will not be any printed or hard copies of the Solicitation mailed. Additionally, most public libraries have resources available to electronically access and download the Solicitation. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders list. It is therefore, the responsibility of all interested parties to periodically access the above FBO internet address in order to obtain any amendments which may be issued and to ensure that they have the most current information. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same.
