Description
Purpose: The purpose of this sources sought notice is to inform interested parties of the Government's intent to use other than full and open competition under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to extend land mobile radio (LMR) system coverage from Fort Campbell, KY to the Bluegrass Army Depot (BGAD) to become a part of a regionalized LMR system. However, prior to using the authority, the US Army seeks alternative solutions to overcome an Original Equipment Manufacturers (OEM) proprietary software relationship associated with Motorola Solutions, Inc hardware before utilizing a sole source contract. Background: The Fort Campbell LMR System was competitively awarded to Motorola Solutions Inc. CAGE Code 78205, 7031 Columbia Gateway Dr., Floor 3, Columbia, MD 21046-2583, on 07 July 2006 under the Base Radio Systems (BRS) Multiple Award Indefinite Delivery/Indefinite Quantity contract #DAAB07-01-D-H806, Delivery Order 0299. This contract provided for radio coverage for Fort Campbell First Responders and base support personnel in and around the Fort Campbell region only. The Fort Campbell LMR system is currently supported by three Radio Frequency (RF) Sites ( quote mark Clarksville Base Radio Tower - BLDG 7549 quote mark, quote mark Range 46 - OP 1 quote mark and quote mark Range 29 quote mark ) which utilize a total of four (4) Motorola GTR 8000 UHF Trunked expandable site subsystems. The four (4) subsystems include: a total of six (6) site controllers, model #: CA00303AA, and a total of twenty (20) repeaters (sixteen (16) - model # X305AC, four (4) - model # X304AE). Fort Campbell is also supported by six (6) Motorola MCC 7500 dispatch consoles and three (3) system management terminals (network management client.) Each of the previously mentioned Motorola devices also requires periodic software updates and patches and must be covered under a warranty. No other vendor except Motorola, the OEM can provide software updates and warranties on Motorola equipment. Furthermore, the Motorola equipment meets the requirements for the National Information Assurance Partnership (NIAP) certified equipment and is hardened to Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGS.) Additionally, Motorola has no interest in selling its rights to the information the Army would need to make a competitive acquisition possible. The Army will consider alternate solutions that retain the use of the aforementioned Motorola components while expanding the coverage to the BGAD. To submit alternate solutions provide a 10-page capability statement describing the alternate solutions by 5:00 PM (EDT), 8 August 2013. Motorola Channel Partners or any Respondent to this notice that intends to team with a Motorola Channel Partner to propose alternative solutions to use Motorola components shall provide a copy of an agreement that establishes a formal sub-contracting relationship between the Motorola Channel Partner and Motorola Solutions Inc. for this effort.
