Description
The United States Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Garrison (USAG) has a requirement to repair an asphalt roadway and concrete sidewalk in front of family housing units 1806A and 1806B at Willard Place, Fort Detrick, MD. The solicitation will be an Invitation for Bid (IFB), which requires vendors to submit their bid, supporting documentation, and best price by the solicitation closing/response date. Bids will be opened at a public opening. The location of the bid opening will be announced in the solicitation. Subject to final review of the bids award will be made to the lowest priced, responsive, and responsible bidder. IFBs are evaluated based on price and price related factors, as well as responsiveness of the bid to the requirements of the solicitation. The work consists of furnishing all labor, equipment, materials and supervision. All work must be performed in strict accordance with these specifications for the completion of the repair of the road/parking area and sidewalk at Willard Place. The contractor shall visit job site and confirm all dimensions prior to ordering materials. The following work is to be done: 1. History: Fort Detrick Pipe Shop repaired a broken sewer line in the vicinity of Willard Place in front of Housing Building 1806 A & B on Fort Detrick. Contractor shall remove existing stone and pavement, provide substrate and asphalt to repair road. Prior to the start of work and after receipt of the Notice To Proceed (NTP), the contractor shall contact the Government Contracting Officer's Representative (COR). 2. All materials and equipment shall be installed in accordance with the approved recommendations of the manufacturer to conform to the contract documents. The installation shall be neat in appearance, free from defects and shall be accomplished by personnel skilled in this type of work 3. Contractor shall be responsible for all field measurements. 4. Contractor shall be responsible for the clean-up and removal of all waste materials and debris from the job site and disposal of by removing from Fort Detrick property. The existing stone may be turned over to the Government, and coordinated with the COR. The Contractor shall provide protection to all Government property. The Contractor shall be responsible and liable for all damages to Government property due to any negligence on the part of himself or his workmen. 5. The repair of the road shall be completed within 14 calendar days after receipt of NTP. 6. Contractor shall furnish and maintain all Maryland State Highway Administration (SHA) requirements for flagman and safety requirements. 7. Operations and preparation of road surfaces shall not occur during peak traffic times. Peak traffic times on Fort Detrick are from 06:00 to 08:00 and 15:30 to 17:30 Monday through Friday. 8. Coordination: Before the start of work for any section of road, the contractor shall provide the COR at least 48 hours notice so the COR can arrange a meeting with the Provost Marshal Office (PMO) Traffic Officer. No work shall be done until the contractor has met with the PMO Traffic Officer. 9. All material and workmanship shall be warranted for a period of one year from the date of installation. 10.Davis-Bacon Act wage rates apply and contractor shall be actively registered in the System for Award Management. 11.Work to be performed shall be as follows: a. Existing pavement is approximately 6 inches thick. Existing area of removed pavement is approximately 58'-4 quote mark x 4'-0 quote mark. Contractor shall remove the existing stone that was used to fill in the area and return the stone to the Government. Contractor shall neatly cut edges to create an even repair. b. Contractor shall provide new compacted stone sub-layer and new asphalt per the attached Specifications. c. Contractor shall cut the existing sidewalk and curb & gutter at the joints. d. New concrete sidewalk and curb & gutter will be approximately 4'-0 quote mark x 55'-4 quote mark and an 8'-0 quote mark section with a radius between 18 quote mark and 30 quote mark. Concrete shall sidewalk and curb shall be as specified per the attached specifications. New curb & gutter shall match existing which is 6 quote mark wide and 8 quote mark deep. e. Painting: The new concrete curb and parking spaces shall be painted yellow. This requirement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for bidders operating under North American Industry Classification System (NAICS) code 237310, with a size standard of $33.5 million. SDVOSB status will be verified via the Small Business Administration (SBA). Bids received from concerns that do not qualify as a SDVOSB shall be considered nonresponsive and shall be rejected. However, before rejecting a bid otherwise eligible for award because of questions concerning the small business size representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-13-B-0003 is anticipated for release on or about 12 August 2013 and bids will be due on or about 11 September 2013. The magnitude of the requirement is less than $25,000. A site visit will be held and the date and time of the site visit will be stated in the solicitation. Although not mandatory, vendors are advised to attend the site visit. Additionally, while not mandatory, vendors are advised to notify the Contract Specialist via email of their intent to attend the site visit. Questions will be addressed at the site visit as well as responded to in writing and posted as an amendment to the solicitation. Questions must be submitted electronically to the Contract Specialist NLT three (3) business days after the site visit. No hard copies of the solicitation will be issued by this contracting office. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/default.cfm or https://www.fbo.gov/. Potential bidders are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, bidders MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Telephone requests will not be honored and bidder lists will not be maintained. Potential bidders are required to direct all questions via email to toloria.s.duvall.civ@mail.mil.
