- The United States Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Garrison (USAG) has a requirement to install an emergency power backup generator adjacent to building 605 at Forest Glen Annex, Silver Spring, MD. The solicitation will be an Invitation for Bid (IFB), which requires vendors to submit their bid, supporting documentation, and best price by the solicitation closing/response date. Bids will be opened at a public opening. The location of the bid opening will be announced in the solicitation. Subject to final review of the bids award will be made to the lowest priced, responsive, and responsible bidder. IFBs are evaluated based on price and price related factors, as well as responsiveness of the bid to the requirements of the solicitation. The work includes the following tasks and incidental related work: i. The contractor shall demolish the asphalt and bollard adjacent to the equipment pad located as indicated in contract drawings. ii. The contractor shall install an expanded pad with the same thickness and top elevation as the original equipment pad. iii. Install a new 7 quote mark thick WWF reinforced equipment pad to hold the new generator/tank/ATS. The new pad shall be located with the indicated clearance from the existing equipment. The top of new slab shall be a minimum of 2 quote mark above the top of the asphalt. The concrete mix shall be minimum 4500 psi @ 28 days of curing. All equipment anchor bolts shall be cast into place in the concrete. iv. The contractor shall relocate the existing condensing unit to the new location on the expanded pad. Extend the electrical and refrigerant lines to the new condensing unit location. Verify that the condensing unit is fully operational after relocation and perform any repairs, if necessary to ensure reliable operation. v. Install the new generator and fuel tank as indicated in accordance with manufacturer's recommendations, providing all necessary ancillary equipment and materials. Wire the generator into the facility's electrical system as indicated in the one-line diagram. All electrical wiring shall be installed underground. vi. Test the system to verify correct operation and provide a full tank of fuel before turning the equipment over to the government. The contractor shall provide all necessary maintenance supplies (filters, oil, and so forth) required by the manufacturer to maintain the generator for 1 year. vii. All electrical work shall be performed in accordance with the current edition of the national electric code. viii. The contractor is responsible for cleanup of the area and returning all surfaces to their original condition. GENERATOR CHARACTERISTICS VOLTAGE: 120/208 PHASES: 3 POWER: 100KW STANDBY FUEL: DIESEL CAPACITY: 128 GALLONS TRANSFER SWITCH: LINE MONITORING ATS INTEGRAL TO GENERATOR OPTIONS: -71 dBA SOUND DEADENING WEATHER PROOF ENCLOSURE This requirement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for bidders operating under North American Industry Classification System (NAICS) code 238210, with a size standard of $14.0 million. SDVOSB status will be verified via the Small Business Administration (SBA). Bids received from concerns that do not qualify as a SDVOSB shall be considered nonresponsive and shall be rejected. However, before rejecting a bid otherwise eligible for award because of questions concerning the small business size representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-13-B-0001 is anticipated for release on or about 12 August 2013 and bids will be due on or about 11 September 2013. The magnitude of the requirement is between $25,000 and $100,000. A site visit will be held and the date and time of the site visit will be stated in the solicitation. Although not mandatory, vendors are advised to attend the site visit. Additionally, while not mandatory, vendors are advised to notify the Contract Specialist via email of their intent to attend the site visit. Questions will be addressed at the site visit as well as responded to in writing and posted as an amendment to the solicitation. Questions must be submitted electronically to the Contract Specialist NLT three (3) business days after the site visit. No hard copies of the solicitation will be issued by this contracting office. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/default.cfm or https://www.fbo.gov/. Potential bidders are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, bidders MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.
