- General Information: Document Type: SOURCES SOUGHT NOTICE Release Date: July 25, 2013 Response Date: July 31, 2013 at 4:30pm EST, via e-mail Contracting Office Address: Food and Drug Administration (FDA), Office of Acquisition and Grant Services Description: Information Resource Assessment of Office of Policy NAICS Code: 541720-- Research and Development in the Social Sciences and Humanities Background: This is a SOURCES SOUGHT NOTICE to determine the availability of potential small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) in accordance with FAR 7.104(d). The potential small business will need to demonstrate the capability to conduct an assessment to determine the specific information resource needs of FDA Center for Tobacco Products (CTP) Office of Policy's (OP) five branches. This will result in conducting an OP-wide needs assessment and inventory to identify the scope and requirements for an OP information resource organization strategy. This request is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Food and Drug Administration (FDA) for any future solicitation. No official solicitation exists; therefore, please do not request a copy of a solicitation. If in the future an official solicitation is released, there is no guarantee that sources responding to this will be included on the source list. Telephone inquiries will not be accepted. The FDA makes no implied or in fact contract by issuing this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the FDA's view of the information received. Do not send any material that requires a non-disclosure agreement or that may be business sensitive. Responses received that include a non-disclosure agreement or identify information that is business sensitive will not be accepted. Responses to this notice will not be returned. History: The mission of the Office of Policy (OP), a component of the FDA Center for Tobacco Products (CTP), is to gather information, analyze and develop policies and initiatives, evaluate outcomes, and to work across CTP Offices and with key stakeholders to identify ways that CTP can reduce tobacco use and its harms as quickly and effectively as possible. OP helps CTP develop and evaluate policies and priorities and to help inform and enhance the Center's science, regulatory, compliance, public education, and management initiatives. OP is a key resource for the Center when it needs detailed information about the tobacco industry, including manufacturers and products, economic analyses industry and public health stakeholders; and state, local, and federal government activities related to tobacco. The CTP OP is comprised of five branches: Public Health Data and Evaluation Branch; Industry Liaison and Government Affairs Branch; Public Health Liaison Branch; Economic Data and Analysis Branch; and the Legal and Policy Analysis Branch. Scope: Contractor tasks shall include, but not be limited to: The contractor shall conduct an assessment to determine the specific information resource needs of each OP Branch. As part of this assessment, the contractor shall meet with OP staff to ascertain the information resource needs. The contractor shall prepare a written report of the findings, analysis, and recommendations, and present the outcome of the needs assessment at an OP staff meeting. Contractor Requirements: Contractors must respond to all of the following points, by indicating your experience and capability: 1. Development of Project Plan The contractor shall prepare a draft project plan and conduct meetings with staff of each of the five OP branches. These meetings shall be for the purpose of obtaining information for the requirements. The purpose of the meetings will be to discuss information resource needs of each Branch. 2. Perform Needs Assessment for OP Information Resource As a result of meetings conducted the contractor shall capture the following information in the needs assessment documentation. a. Purpose - How is the information being used? b. Content - What type of information? e.g., legislative, policy, journal articles, white papers, etc. c. Scope - What areas of information? e.g., spreadsheets, worksheets, PDFs, etc. d. Organization - How is the information organized? e.g., date, type, user, requester, etc. e. Access - Who has access and how is resource accessed? e.g., OP staff, CTP staff, accessed via OP staff, etc. f. Users - Who are the users of the system? e.g., primary, secondary, etc. g. Storage - Where is it? e.g., computer, file cabinets, etc. h. Maintenance of information, structure, access etc. - How is the information entered into the resource, who maintains the resource, etc.? i. Information sources - Where does information originate? e.g., CTP Offices, external data/information sources, etc. j. Identify and document unmet information resource needs. k.. Other characteristics - Any additional information resulting from discussions or other sources known to the contractor. Contractor-generated sources must be approved by the COR prior to inclusion in the needs assessment. 3. Final report and recommendations The contractor shall provide a final report and recommendations that includes the following content: a. Current information resources maintained by OP. b. Current unmet OP information resource needs. c. Recommendations for establishing and maintaining an OP information resource: i. scope and requirements ii. framework and organization iii. types of information to include and information resources to consider iv. access to the resource by OP staff v. maintenance and archiving of information resources vi. discussion of using information technology currently supported by the FDA and/or CTP, as well as approaches that may include customized and/or specialized computer applications; capability of proposed information technology to accommodate expansion of the resource in size and accessibility, individual user workspace and OP-wide or CTP-wide accessible space. Teaming Arrangements: All teaming arrangements shall include the above-cited information for each entity on the proposed team. Teaming arrangements are encouraged. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates FDA to award a contract. The sole intent of this Sources Sought Notice is to obtain capabilities for set-aside and procurement planning purposes. Please provide the follow Business information: 1. DUNS Number 2. Current Government Wide Agency Contracts (GWACs) 9. Point of Contact, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses. 10. Responders should also include a statement about whether or not they have an approved Federal audited accounting system. If the responder has an approved accounting system, please provide the certification in which the accounting system was deemed adequate (e.g. the name of the audit agency and audit number). You may submit as an attachment, which will not count towards the overall page limit.
