- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-51LA-S-13-0006 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68. The NAICS code applicable to this acquisition is 333249. For a company to qualify as a small business, the small business standard is 500 employees or less. The USDA, ARS, MWA, NCAUR, Peoria, IL has a requirement/need for contractor to provide, deliver and install an Injection Molder for research of BioPolymers. The Details and specifications for the Injection Molder are as follows: ***1) Access to the platens on the horizontal injection molder must be free of any obstructions. Tie bars are not acceptable.*** A) The new injection molder will be housed within Room 0232 of the Owner's facility. The Contractor shall coordinate the delivery of the new injection molder with the Owner to allow Owner's preparation of Room 0232 for the injection molder to be completed. The Owner is currently procuring the replacement of the existing single exterior door at Room 0232 with new double door type and the removal of existing laboratory equipment in Room 0232 to prepare Room 0232 for the new injection molder. New exterior door will be 8', double door type with 3'-4" active door and 3'-0" inactive door. The Owner is anticipating that Room 0232 preparations will be complete by November 1, 2013. Contractor shall contact Owner and confirm room preparations are proceeding as anticipated and schedule manufacture / delivery of equipment appropriately. B) Installation of new injection molder shall be in accordance with manufacturer's written instructions. C) Installation of new injection molder shall include, but not limited to: unloading of new equipment at Owner's facility and placement of new equipment at location determined by Owner in Room 0232. New equipment shall be moved into Room 0232 through the new exterior door at Room 0232. See Photograph (attachment 1). Contractor shall use means and methods and shall provide all protective materials such that existing construction (i.e. asphalt parking lot, concrete walkway, room construction, etc) and installations will not be damaged. If damage to existing construction and installations should occur; Contractor shall provide all repairs / renovations to restore original conditions. Repairs and renovations shall be to Owner's satisfaction. D) Installation of new injection molder shall include, but not limited to: furnishing and installation of leveling plates on existing concrete floor to level injection molder in accordance with manufacturer's written instructions and to distribute equipment load over floor. Leveling plates shall be similar to leveling plates used on existing Cincinnati Milacron equipment located in Room 0232 and shall be painted with Armorseal Rexthane 1 floor coating. E) Installation shall include start up and training on the new injection molder by authorized manufacturer's technician. Demonstration of complete and properly operating injection molder shall be provided to Owner. F) The physical dimensions of the injection molder must be able to fit through an 8' high and 6'0" wide total opening upon delivery. Total assembled machine dimension maximums are: length 14'6", height 7'6" and width 5'6". G) The injection molder must be able to accept and control a secondary injection unit with one control panel using the same control program for both units. H) The controller must store changes electronically with capability to download data through a USB drive for further analysis. I) The controller must have mold memory storage that can be viewed or downloaded by the operator. J) A program must be provided for use on remote PC workstations so that equipment/run parameters for injection runs can be developed remotely. Remotely produced files will be able to be easily uploaded at injection molder and read by machine so that equipment/run parameters will be set to those developed at the remote desktop. K) Contractor must provide 3 days on-site training for a minimum of 3 technicians. L) The injection molder must be capable of automatic purging, automatic die height adjustment and automatic heat-up to operating temperature. M) The injection molder must be capable of both manual and automatic cycles. N) The injection molder must be able to run with hopper exposed. Sprue guard interlock is acceptable. O) The nozzle and sprue must accept existing DME hot tip sprue E-series short style with lead extending out of nozzle, ½" Rad. P) The injection molder shall be furnished completely wired with single termination point for connection of the equipment to the Owner's electrical distribution system. The injection molder must operate from existing 208 volt, 3 phase, 60 cycle source. Any intermediate electrical equipment required to operate the injection molder from this power source, such as a transformer, shall be provided by the contractor and included in the quote. Q) The reciprocating screw injection molder shall be capable of exerting a maximum clamping force of no less than 110 US tons, but no more than 130 US tons. R) Injection capacity must be able to supply shots at a minimum of 2 ounces on up to 4-6 ounce maximum in increments of 0.1 ounce. S) The maximum attainable injection pressure must be at least 24,000 PSI with an injection rate of at least 10 cubic inches per second. T) The clamping unit must have a low pressure mold protection device to prevent accidental mold damage. U) The platens must have an SPI standard hole pattern and fit standard dies up to a die height of at least 13" and a minimum die height of no more than 5". V) The platens must accept existing Master Unit Die (MUD) Quick Change 84/90 "U" frame. This frame is an 8.4 x 9.0 inch UF301-SS1 Special "T" style "U: frame with 3.625 inch ejector height and a one inch spacer plate allowing it to hold standard MUD 84/90 unit molds. The Mold Locating Ring ID is 3.990". W) Safety shut offs must be prominent and easily accessed by the operator. X) Alarms should be visual and audible to warn of unsafe conditions. On alarm, monitor will immediately display control screen where instrument is experiencing out of limit value. Y) When an alarm is enabled, the control screen shall lead the operator step by step through a safe operating procedure to correct the problem and return the machine to a normal, safe setup and operation. A ‘catalog' of processing conditions for known polymers (i.e. polyethylene, polypropylene...) will be stored in the controller, and allow remote viewing at a different work station, so that the development of new processes can be undertaken more easily. Z) The injection molder must conform to all OSHA safety standards. AA) A logic trouble shooting system to aid the operator in diagnosing and rectifying self serve maintenance must be included. BB) An engineering "foot print" drawing, to include maximum dimensions of all components, will be included with the quote. DESCRIPTIVE LITERATURE: Offerors shall submit 2 copies of the descriptive literature (with pictures) describing their proposed equipment along with an engineering "foot print" drawing, to include maximum dimensions of all components with enough detail to ascertain whether the equipment meets the criteria listed above. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price per item, total price and valid for at least 60 days after receipt of quote; 2) at least 3 to 5 references. (Government references preferred but will accept commercial references). References shall be provided for the service proposed and if possible include the email address of the person to be contacted; and 3) Offerors shall include a completed copy of the provisions FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, with this offer; a copy of this provision may be obtained at http://www.acquisition.gov/far REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. QUOTE PRICE MUST INCLUDE any freight or shipping, rigging (installation) handling fees as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE DUE: The Government requires delivery on or before 60 days ARO, however, each offeror shall include their proposed delivery schedule as part of their quotation. FAR52.212-2, EVALUATION-COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS-The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered. Each Quote shall respond to each of the evaluation factors identified below. With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations. The evaluation factors are as follows: (1) Technical Evaluation Factors: A) All quotes will be rated against the technical capability of the item offered to meet the Government requirement.
