- ---------------------------------------------SITE VISIT INFORMATION-------------------------------------------------------------- A site visit is tentatively planned for 10:00 AM on August 7, 2013 for the Fall Creek Dam and Reservoir Spillway Tainter Gate Rehabilitation project. Participants will meet at the Willamette Valley Project Office at the Lookout Point Dam and the proceed to the Fall Creek Dam. The solicitation is scheduled to be released on or about August 2nd. Participants must register for the site visit by notifying Robert Fuchs (robert.k.fuchs@usace.army.mil) a minimum of 24 hours prior to the site visit ------------------------------------------------------------------------------------------------------------------------------------------ The U.S. Army Corps of Engineers, Portland District, has a requirement for the Fall Creek Dam Tainter Gate Repair, Lowell, Lane County, OR with a Magnitude of Construction ranging between $1,000,000.00 and $5,000,000.00. The purpose of this project is to rehabilitate one of the tainter gates at Fall Creek (with an option to rehabilitate a second gate) and to upgrade reliability in accordance with current codes, design criteria, and standards for these critical structures. The spillway tainter gate strut arms will be reinforced in place by installation of cover plates and outboard ribs stiffeners. Existing welds will be inspected and deficient welds will be replaced. Electrical, controls, and mechanical system upgrades will also be implemented. Mechanical scope items include the replacement of significant equipment such as parallel shaft reducers, wire rope drums, worm gears and motors. Electrical scope items include the addition of a redundant feed and new gate controls. Additionally, the gate seals will be removed and replaced. Much of the welding performed on this job is considered Fracture Critical and shall be performed in accordance with AWS D1.5. The Sub-contractor or prime Contractor performing fabrication must be Major Steel Bridge Certified with a Fracture Critical Endorsement. Detailed specifications will be inclusive in the solicitation package. A Site Safety and Health Officer (SSHO) must be provided for all new contracts with this District. For this project, the person that will act as the SSHO is required to have a minimum of 3 years safety work with similar projects and a 30 hour OSHA construction safety class (or equivalent) taken within the last 3 years. The SSHO may have no other duties for this work except function as the on-site CQC Manager. This procurement is to be set aside for small businesses. The NAICS Code is 237990 and the small business size standard is $33.5 million. Interested concerns must be enrolled in the System For Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ to conduct business with the Department of Defense. A Request for Proposal (RFP) will be issued on or about August 02, 2013. Evaluation criteria will be provided in the solicitation, and a single firm fixed price contract may be negotiated as a result of this action. Proposals for this project will be due no less than 30 days after issuance of the RFP.
