Description
The National Oceanic and Atmospheric Administration (NOAA) currently occupy 6,078 usable square feet (USF) of office and related space located at 2909 Aviation Way, West Columbia, SC 29170. NOAA plans to negotiate a succeeding lease at this location; the lease requirements for amount and type of space are the same as those in the current lease. NOAA will consider alternative space only if economically advantageous. Offered space shall not be on more than one floor and must be contiguous. Buildings offered shall have a minimum of fifteen (15) on-site reserved parking spaces or the number required by local code whichever is greater. NOAA also requires a minimum of 500 square feet of ground space to locate an emergency power generator, fuel tank, antennas and other operational equipment. As part of its financial evaluation and analysis the Government will include move and replication costs not limited to; physical moving costs and labor hours, site preparation and other improvements to meet the National Weather Service programmatic requirements along with other related costs. All offered space must comply with the requirements of the Architectural Barriers Act Accessibility Standards. Space located in the 100-year flood plain will not be considered. The area of consideration for this requirement is bounded by the following: North: Sunset Boulevard - State Route 378 East: Eastbound side of I-26 South: State Route 21 & I-26 to Pine Ridge Road to Ramblin Road to Platt Springs Road to Emanuel Church Road to Two Notch Road to Cedarcrest Drive to I-20 West: Northbound side of I-20 The lease term will be 15 years; the government will have the right to terminate the lease, by providing 180 day notice, any time after the fifth full year of the lease. Expressions of interest must be submitted in writing and should include: building name, address and age; total square footage available (ANSI/BOMA) office rentable and usable, and its location within the building; date of space availability to commence tenant improvements; rental rate per ANSI/BOMA office rentable square foot (indicate core factor) (specify services and utilities included); CAD "as built" floor plans identifying the space offered; parking ratios; loading dock specifications; proximity to public transportation; and information on building ownership. (Note: The Government is limited as cited in 41 C.F.R. § 102-73.55 to pay no more than prevailing market rates for comparable facilities. Usable square feet do not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code).
