Description
The US Naval Research Laboratory (NRL) contemplates a class of orders that will be issued under a Basic Ordering Agreement (BOA) for technical support for the subject radar including pre-deployment laboratory checkout; installation of the radar in an aircraft, ship, or surface mobile vehicle; field-engineering support of the radar during data collection and demonstration operations; removal of the radar from the field vehicle and storage of the radar; modifying radar system software, firmware, and hardware to implement new data collection or demonstration modes; attempt to locate temporary replacement radar weapon- replaceable assemblies (WRAs) for WRAs that fail during field test; repairing failed WRAs; performing systems studies to define the hardware required to implement new modes and functions defined by the Government for the radar; and constructing to best-commercial-practice standards new hardware. The radar systems to be supported include the MH-60R AN/APS-147, MH-60R AN/APS-153(V), APS-143 and AN/APS-508. These radars could include the Automatic Radar Detection and Discrimination (ARPDD) along with legacy modes. The radar may include modifying other Fleet APS-147 or equivalent radars for special data collections and demonstrations. Installation and operation will be routinely in a Navy aircraft, such as a P-3 assigned to NRL. But it also could be installed and operating in a Navy furnished or Contractor-furnished surface mobile container for shore test and data collection, and on US Navy ships. The statutory authority permitting other than full and open competition is 10 U.S. C. Section 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The total estimated value of the orders to be placed under this BOA is $9,900,000.00. This is a sole source notice published for informational purposes only and not a request for competitive proposals. However, all responsible sources may submit a quote and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government. Based on the analysis conducted by the specialist and the technical code of the commercial marketplace, the specialist has determined that the NRL’s requirement to purchase technical support for the APS-147 family of radars meet the definition of a commercial item as defined in FAR 2.101. Because these items meet the definition of commercial items, the policies and procedures set forth in FAR Part 12 will be utilized for this acquisition. The North American Industry Classification System (NAICS) code for this requirement is 334511 with the size standard of 750 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government.
