Description
THIS PRELIMINARY RESEARCH is to identify potential SDVOSB contractors interested and qualified to provide all labor, tools, materials, equipment, management, and perform all work incidental to the upgrade of physical security system for VA facility located at VA Regional Office, 1600 E. Woodrow Wilson Ave., Jackson, MS 39216. The NAICS used for this requirement is 561621 with size standard of $19M. The magnitude of this project is between $100,000 and $250,000. The estimated performance date will begin August 26, 2013. Please review the following General Requirements and respond to the questionnaire by 10:00 a.m. (CST), July 30, 2013. POC for this requirement is, Terri L. Jeane, Contracting Officer, terri.jeane@va.gov. Responses will only be accepted via Email. GENERAL REQUIREMENTS Technical Specifications: This project will require installation and possibly minor construction. 1)Fire Alarm: a)Configure the existing fire alarm in the File Storage Area (FSA) located in the parking garage to notify occupants in the FSA of a fire in the main building. The intention of this is to notify ALL employees of a fire in either location, so evacuation can be achieved. b)The remainder of the parking garage shall remain separate of the main building and not activate building alarm if there is a fire in the parking garage. c)The current fire alarm panel is a Simplex 4100U. 2)Intrusion Alarm: a)Install a new building alarm panel. The panel should connect all intrusion detection devices and have a programmable call out feature. b)Door contacts shall be installed on 11 doors in the VARO building and 3 doors in the FSA. The doors are broken down into the following: 1 double aluminum frame sliding door, 1 double aluminum frame swinging door, 3 aluminum frame single door, 4 steel frame double swinging doors, 1 steel frame single swinging door, 1 steel roll up door. c)A minimum of 30 glass break sensors shall be placed in all areas of the 1st floor as required to ensure detection of intruder through any window. This includes private offices, common areas, and the atrium. d)Glass break sensors shall be placed in 8 areas on the 2nd floor where building access is possible due to low, accessible roofs. e)The intrusion alarm shall interface with the existing Physical Access Control System to enable the use a badge reader for arm/disarm. The rest of the system shall be stand alone. The reader shall be FIPS 201 and HSPD 12 compliant. f)The intrusion alarm shall have call-out capability to notify Facility Management, VA Police, and RO Management staff, of any unauthorized access or alarm activations. g)The intrusion alarm shall be equipped with a UPS for emergency backup. The backup life of the UPS shall be a minimum of two (2) hours. h)The intrusion alarm shall notify Facility Management in the event of a power failure via alpha numeric page, phone call, and/or text. i)Water detection devices shall be installed in the File Storage Area (FSA). A minimum of six (6) water detection devices shall be installed on the north wall of the FSA. These devices shall be connected to the building alarm system and notify Facility Management via the callout function if water is detected in the FSA. j)There is no requirement of an audio alarm. k)A minimum of two (2) spare glass break sensors shall be provided. l)A minimum or two (2) spare door contacts shall be provided. 3)PIV Badge Reader: a)Install a HSPD 12 and FIPS 201 compliant PIV badge reader and door strike on the HRL office located on the 3rd floor. b)Install a HSPD 12 and FIPS 201 compliant badge reader and door strike on the second 2nd floor conference room door. c)The new reader must be compatible with the existing PAC system. The current system is a UTC Fire and Security, Facility Commander Version 7.7. d)A spare badge reader, interface module, and door strike shall be provided. 4) CCTV Cameras: a)Install 2 fixed cameras in the front of the building to provide a complete view of the visitor parking lot. b)Install 1 fixed camera to provide coverage of the loading dock area and the entrance to the electrical room. c)Upgrade 2 existing CCTV DVRs with additional memory that will store video for a minimum of 30 days. d)All cameras shall be compatible with the existing Network Client version 4.20.20.84 CCTV system. e)A spare camera shall be provided.
