Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Research Institute of Environmental Medical (USARIEM) intends to negotiate solely (as prescribed in FAR 13.106(b)(1)(i)) with Test Resources, Inc for the procurement of a Electrodynamic Fatigue Test System configured for animal research studies. Specifically, the government will purchase the following items: 800LE213 Electrodynamic Test Machine - High Resolution & Accuracy; WF50 Miniature Fatigue Resistant Load Cell; MDVRT 3 mm stroke Microminiature DVRT; 800 Project management services; System on site services (one day); G837 Small 4 point Upper bend fixture; G238B Aluminum Bend Fixture Base; G238XFoR0.5 fixed radius lower anvil; GA-WDF-10-32 Adapter for TestResources Bend Fixtures; G23SS025C Stainless Steel Platen/Cup; G227SS Stainless Steel Vise Grip; G227AS Stainless Steel Adapter; J227BPSS Stainless Steel Serrated Pyramid Jaw; J227BWSS Stainless Steel Tissue Test Jaw - Wave These items specifically meet the minimum essential characteristics as provided by the requiring activity: (1) the load frame must be fatigue rated and two column construction (2) the actuator stroke must be at least 3 inches with optional longer strokes available (3) the actuator must be able to test in compression and tension at loads to 675 lb (3 kN) (4) the speed range of the actuator must be adjustable from 30 micron per minute to 250 mm per minute (5) the test setup must be safe and easy (6) the actuator must be all electric and dynamic rated. The actuator technology shall be safe and stable control. The actuator shall be incapable of rapid high speed high acceleration motion faster than the required speed range requirements. The actuator shall not be capable of high speed (100 hz or more). An electrodynamic linear motor is not acceptable (7) the actuator must include dual bearings designed to resist off center loads (8) the actuator position sensor must have 0.1 micron resolution position measurement (9) a fatigue rated load cell rated to full scale load capacity of the machine shall be included (10) the test controller shall include LVDT position control, encoder position control, load control, strain control, and a fifth mode that is user determinable (11) the controller shall provide 24 bit resolution which resolves data 256 times better than a 16 bit controller. Sixteen and 19 bit controllers are not acceptable. The North American Industry Classification System (NAICS) for this requirement is 334519 and the size standard is 500 employees. This announcement constitutes the notice required by FAR 5.201. Interested persons may identify their interest by submitting a capability statement, proposal, or quotation to the point of contact listed below. This Special Notice of Intent is not a request for competitive quotes. Information received will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects seventeen (17) days after the publication of this notice, the purchase may be awarded without further remark.
