- THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. The Centers for Disease Control and Prevention (CDC), National Center for Influenza and Respiratory Diseases (NCIRD) contemplates award of a firm-fixed-price sole source purchase order to IMS Health, INC., 660 West Germantown Pike, Plymouth Meeting, PA 19462-1048 for the following requirement: Examination of Provider Characteristics Associated with Antibiotic Prescribing The North American Industrial Classification Standards (NAICS) Code is 518210. The authority for this sole-source acquisition is FAR 13.106-1(b) (1). Justification for other than full and open competition is considered due to the proprietary information and continued need for exact match of this data in terms of variables, coverage and format to the previously acquired data set that it will be merged with and must represent 100% of the antibiotic prescriptions in the United States for on-going studies /research being conducted by the CDC NCIRD. It is believed that IMS Health Inc. is the only company that can provide this updated data that will meet our analysis and project needs. The project objective is to directly compare 2011 outpatient antibiotic use data to previously acquired outpatient antibiotic use data from 2005-2010 in order to further explore outpatient antibiotic prescribing trends in the United States and to examine additional provider characteristics associated with antibiotic prescribing. To further assess antibiotic use by: (1) Patient age and sex (2) Calendar month prescribed (3) Prescriber specialty (4) Geographic location (defined by county) (5) State (6) Year (7) Anti-infective category (8) Prescriber age and sex (9) Prescriber characteristics (complete list included in technical requirements) To identify provider types and geographic areas where interventions by the CDC's Get Smart: Know When Antibiotics Work program will help reduce the spread of antibiotic-resistant disease and impact the unnecessary prescribing of antibiotics. The Contractor will provide a customized extract of data as outlined below. This data must be an exact match in terms of variables, coverage and format to the previously acquired data set that it will be merged with and must represent 100% of the antibiotic prescriptions in the United States. The Contractor will support the analyses of the data in collaboration with CDC as well as contribute to interpretation of data and authorship of any articles. This study is a continuation of analysis of a national representative database of outpatient anti-infective prescriptions. The data required for further analysis is from information collected 1/1/2011-12/31/2011 that has been extrapolated to reflect the U.S. population and also includes additional specific provider characteristics. Pertinent variables Anti-infective name Anti-infective prescribed time period (defined by calendar month and year) Patient age (categorized) Patient sex Geographic area prescribed Prescriber specialty Also required is data representing additional provider demographics. This requirement is not set aside for small businesses. CDC is not requesting competitive proposals and no solicitation is available. Interested parties who believe they possess the capabilities to satisfy this requirement should indicate their interest in writing and submit a capability statement demonstrating their ability to meet this requirement no later than 4:00 PM Eastern Standard Time, on August 09, 2013. Determination not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
