- THIS PRE-SOLICITATION NOTICE IS ADVERTISED AS AN INTENT TO SOLE SOURCE. As provided under FAR 6.302-1, this Project will be solicited on a noncompetitive basis as "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements". Project Description: The Bureau of Reclamation (Reclamation) has a requirement for the supply and delivery of SF6 Breaker Inspection Parts manufactured and distributed solely by HVB AE Power Systems. HVB is the only authorized distributor for Hitachi Breaker spare parts. Hitachi is the original manufacturer for these SF6 Breakers. No other contractor has the ability to manufacture these parts because the design is proprietary to Hitachi. There are other models of SF6 Breaker inspection parts, however, these parts cannot be modified to ensure its compatibility with Hoover Dam's existing breakers. It is anticipated that a Blanket Purchase Agreement (BPA) will be awarded on August 5, 2013 with an anticipated completion date of August 4, 2017. The resulting award will be a firm fixed price type. All responsible sources are welcome to submit a capability statement, proposal or quotation by Wednesday, July 31, 2013 4:00 PM Pacific Standard Time. Said submittals will be reviewed and considered by Reclamation when planning solicitations for future requirements The contract award information will be posted on the Federal Business Opportunities website (FBO) at (www.fbo.gov).
