- Pre-solicitation Synopsis The U.S. Department of Education (ED), Office of Innovation and Improvement, anticipates the release of the subject solicitation on or about August 2, 2013. It is determined that these services are commercial as defined in FAR 2.101. This procurement will be competed in accordance with Federal Acquisition Regulations (FAR) Part 15 (Contracting by Negotiation). A 12-month firm fixed price contract, with four 12-month option periods, is planned. Once the solicitation is released, all responsible sources may submit a proposal which shall be considered by the agency. Description: The Charter Schools Program (CSP) is authorized under Title V, Part B, Subpart 1, Sections 5201 through 5211 of the Elementary and Secondary Education Act of 1965, as amended (ESEA). The purpose of the CSP is to expand high-quality charter schools across the nation and increase the national understanding of the charter school model by: •Providing financial assistance for the planning, program design, and initial implementation of charter schools; •Evaluating the effects of such schools, including the effects on students, student academic achievement, staff, and parents; •Expanding the number of high-quality charter schools available to students across the Nation; and •Encouraging the States to provide support to charter schools for facilities financing in an amount more nearly commensurate to the amount the States have typically provided for traditional public schools. The CSP is required by statute to conduct national activities. Under Title V, Part B, Section 5205 of the ESEA, the U.S. Secretary of Education reserves CSP funds to carry out national activities to provide charter schools with information, to evaluate and study charter schools, and to provide other types of technical assistance. The purpose of this procurement is to support the CSP’s requirements for providing technical assistance. The U.S. Department of Education (the Department), through the CSP, provides technical assistance to the charter school sector through a range of activities, including online assistance, meetings, reports, studies, and assistance in a variety of focus areas, that could include human capital resources, facilities, authorizing, accountability, students with disabilities, English learners, military-connected children, and others. The National Charter School Resource Center (Resource Center) shall provide specific technical assistance for the charter school sector, as identified by the Department. Over the course of the contract’s performance period, the Resource Center shall provide ongoing support to the CSP’s grantees, shall provide open communication with the charter school sector, shall support activities with charter support organizations (CSOs) and charter school authorizers, and shall conduct activities addressing charter schools’ facilities issues. The period of performance for this contract will be a 12-month base period and four 12-month option periods.
