- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-13C-1640034, a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-68, dated June 26, 2013. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set-aside, however small disadvantage, minority, veteran owned and HUB zone companies, etc., are encourage in submitting a proposal. The associated North American Industry Classification System (NAICS) Code is 541380, which has a size standard of 14.0 in millions. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure laboratory testing services to provide histology and immunohistochemistry services for comparative analysis of neuroinflammation and neurodegeneration of the CNS of the adult and old nonhuman primates infected with West Nile Virus as a sole source requirement with Charles River Pathology Associates. Item/Description/ Quantity: The vendor shall provide all reagents, equipment and work necessary to perform the following services: (1) Process 140 pre-trimmed CNS tissues into 140 paraffin blocks; (2) Perform serial sectioning; (3) Produce 140 H&E stained slides (2 sections per each); (4) Produce 980 charges unstained slides (2 sections per each); (5) Develop and perform immunohistochemical staining of 980 charges unstained slides (2 sections per each) for 7 markers including viral antigens, inflammatory markers, and neuronal markers; (6) Conduct up to 7 preliminary staining runs to verify staining procedures and conditions as per specific requirements of the requestor laboratory; (7) Perform the immunohistochemistry staining by the sequenza method with duplicate sections/slides and controls included in each run for consistency and comparability with our previous studies; (8) Each run must include all test samples and controls to avoid variations; (9) Service provider has to use its own archival human brain tissues whenever needed to facilitate development of protocols and qualification of runs in order to save test tissues; (10) Results should be reliable, reproducible, consistent, and comparable with our virological data; and (11) Results also should be comparable with our subsequent digital scanning, histopathological analysis, and automated image analysis. Period Performance is one year from date of award to the location of Bethesda, Maryland 20892. The award will be based on: 1) the capability to perform the above stated specifications, 2) price, and 3) delivery. The FOB point shall be Destination. Delivery shall be 30 days from date of award. Place of delivery Bethesda, Maryland, 20892. This will be a fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found online at System for Award Management (SAM) https://www.sam.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. [Note: Lack of registration in SAM will make an Offeror ineligible for award.] All responsible sources may submit an offer that will be considered by this Agency.
