Description
Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals/quotes are being requested, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-65. The solicitation reference number is F4AT823161AQ01 and this solicitation is being issued as a request for quote (RFQ). This acquisition will be a 100% small business set-aside under North American Industry Classification System (NAICS) code 811310. The small business size standard is $7M. CLIN 0001: Perform diesel engine rebuild on one (1) 16V-92 TA Marine Detroit Diesel Engine. The work shall be performed in an authorized Detroit Diesel repair facility by authorized Detroit Diesel repair technicians in accordance with the attached Statement of Work (SOW). CLIN 0002: Shipping charges to 114 Goat Hill Loop TAFB FL 32403. The government will ship the engine to the awarded contactor. Contractor will ship the engine back to Tyndall when work is completed. Include the cost of parts, labor, materials, tools, testing, etc., into the cost of CLIN 0001. CLIN 0002 should only be return shipping. Please include the lead time in your proposal. The Government anticipates award on a best value basis. The Government intends to award a firm fixed-priced purchase order in accordance with FAR 13.1 & 13.302 to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government IAW FAR 52.212-2. ATTACHMENT 1 Statement of Work (SOW) Objective: Rebuild one (TYPE) 16V-92 Turbo Cooled (TA) (model # 8162-7400) (S/N 16VF07241) Marine Detroit Diesel engine. The repair facility MUST be an authorized Detroit Diesel facility. All replacement parts MUST be Genuine Detroit Diesel approved. Any additional replacement parts and work outside this SOW must first be identified and approved through 325th Contracting point of contact at Tyndall AFB before performing work outside these guidelines. Requirements: 1. Pressure test engine block for water leaks. Inspect engine blocks for cracks. Teardown and give quote on any damages identified to replace engine block. Note: # 5 (left) cylinder sustained catastrophic failure to piston /liner kit. A crack in block is suspected immediately below the air port of # 5 cylinder hole. 2. Provide the following services and parts to rebuild/overhaul the above engine. Disassemble/reassemble engine, sub-assemblies and components. Reassemble replacing only parts listed. NEW ENGINE PARTS INCLUDE: a. Main, Rod Bearings b. Cylinder Kits, rods, bolts, Spacers c. Oil Pressure Regulator d. Oil Pressure Relief Valve e. Thermostats (170 degree) f. Seals, gaskets, Oil & Filters g. Blower drive Shafts and Flex Plates h. Cylinder Heads (type: AM) i. Turbos j. Injector fuel lines, o-rings k. Vibration Damper Kit l. Fuel/Water/ Turbo hoses/clamps m. Intermediate cam bearings RELIBILT ENGINE COMPONENTS INCLUDE: a. Injectors (5670) b. Blowers c. Oil Coolers d. Water Pump (fresh) e. Oil Pump f. Fuel Pump g. End Cam Bearings 3. PARTS WHICH SHALL BE PROVIDED BY GOVERNMENT a. Front Vibration Damper (Detroit Diesel P/N 8924435) 4. The repair facility shall follow Detroit Diesel procedures during the replacement of all parts. Once the engine rebuild is completed, a DYNO test shall be conducted to properly perform run-in procedures and all installed parts are performing to Detroit Diesel specifications. On completion of engine DYNO testing, paint the engine to original silver in color. The vender shall provide the normal warranty period provided by Detroit Diesel once the engine is put in service. A heat exchanger, fuel cooler and piping shall accompany the engine for DYNO testing purposes.
