- The Office of Personnel Management (OPM), Facilities, Security, and Contracting (FSC) is seeking sources for online search and retrieval service. Interested parties must express interest by responding within 3 days after this announcement with complete information, including your ability to provide these services, pricing information, your company's size (large or small business - if small, what type of small business), and NAICS code(s). This notice is not a request for a competitive proposal, but a request for information regarding the availability of companies that can provide these services. A determination by the Government to compete the proposed requirements will be made based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining the manner in which to compete this requirement. PERFORMANCE WORK STATEMENT (PWS) Introduction The purpose of this Request for Information (RFI) is to seek providers of online legal research services to be used by multiple Program Offices throughout OPM as its primary research tool for conducting legal research of case, statutes, regulations, treaties and other information and material necessary to support the mission of OPM. 1. GENERAL: This is a non-personnel services requirement for Online Legal Search and Retrieval. The Government shall not exercise any supervision or control over the contract service provider(s) performing these services. 1.1 Description of Services: The contractor shall provide all personnel, tools, materials, supervision, and other items and non-personal services necessary to allow OPM access to its databases to perform Online Legal Search and Retrieval as defined in this PWS. The contractor shall perform to the standards in the resulting contract award. 1.2 Background: On-Line Legal Search and Retrieval Services provide vital public and private information on individuals and businesses. The need for this information is imperative for our offices to effectively pursue final prosecutorial outcomes. In order to meet our mission, we must be able to perform investigative, medical sanctions, and debarment research. 1.3 Objectives: Procurement of these investigative services is vital to the safety of our staff. Prior to any type of interaction with a subject or witness, the Government must understand various aspects of the individual or business. Information such as concealed weapons permits, criminal actions, civil liens and judgments and even bankruptcies must be known. 1.4 Scope: The contractor shall provide online search and retrieval service to include all requirements as stated in Part 3 Specific Requirements of this document. 1.5 Period of Performance: The anticipated period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. 1.6 General Information 1.6.1 Place of Performance: The work to be performed under this contract will be performed at contractor's facility but accessible by OPM personnel located throughout CONUS. 1.6.2 Type of Contract: The government intends to award a Firm Fixed Price contract or GSA FSS delivery order for On-Line Legal Search and Retrieval services. 2. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES: 2.1 General: The Contractor shall furnish all services required to perform work listed under Section 3 of this PWS. 2.2 Secret Facility Clearance: Not Applicable. 2.3 Materials: The Contractor shall provide access to its database(s) to meet the requirements under this PWS. 2.4 Equipment: Not Applicable. 3. SPECIFIC REQUIREMENTS General "Service" Requirements: The contractor must provide the following General "Service" Requirements: 1. Total user count = 90, with an option to expand up to 30 users annually. 2. Concurrent multi-user sign-in and access for up to all active users as identified above. 3. Flat Rate Pricing, one year with option to renew annually with guaranteed annual contract pricing for five years. 4. Data must be retrievable using a single sign-in application website. a. Exception: The graphical analytic tool identified below may be a unique application tool that requires a separate sign-in application website. 5. User "Home Screen" dashboards must allow for customization of routine search criteria. 6. New user training and available refresher training. 7. User Customer Support available 24hrs, 7 days a week. 8. Desktop computer access. 9. Multiple mobile device access. 10. Ability to establish "Alert" notifications. 11. News and Article search capabilities. 12. An analytical tool which provides visualization of the: a. Connections between various people and businesses, and their respective retrieved data, and b. Ability for users to customize the presentation of the retrieved data. 13. User Administrator rights must allow for: a. The creation of user ids, and b. User password reset capabilities. 14. User Administrator rights must allow for an oversight/audit capability of individual user activity. 15. Each requirement identified must be cross-referenced by line item and clearly addressed in the proposal submission. 16. Additional Service "Add-ons" or "Enhancements" may be identified in the proposal. Pricing should be provided for all users or on a per user basis, if structured. Search Requirements: The contractor must provide the ability to enter a wide variety of data search elements on individuals and businesses, which include but are not limited to the following: Individual(s): 17. Search(es) for an individual(s) with the ability to use one or a combination of data entry elements that must include: a. Name (First, Middle, Last), b. Date of Birth, c. Age Range, d. Social Security Number (SSN), e. Address (street, city, state, zip code), f. Driver License Number, or g. Telephone Number. 18. Search(es) for an individual(s) must also be able to include more than one: a. Last Name, b. City, or c. State. 19. Work or employment association search. 20. Partial entry of data allowable. 21. Like sounding names search option. 22. Obituary or Death Records search. 23. Electronic (E-Mail) Mail search. 24. Vehicle Identification Number (VIN) search. 25. Vehicle Tag Number search. Business(es): 26. Search(es) for a business(es) with the ability to use one or a combination of data entry elements that must include: a. Business Name, b. Business Address (street, city, state, zip code), c. Federal Employer Identification Number (FEIN), d. Business Telephone Number. 27. Fictitious business name search. 28. Business News search. 29. Uniform Commercial Code (UCC) Filings. 30. Business Internet domain name search. 31. "Dun & Bradstreet" specific business search and retrieval. Retrieval/Results Requirements: The Service must provide, based on a data search entry, wide-ranging retrieval/result data on individuals and businesses. The retrieved data must include the following: 32. Ability to customize the retrieved data report. (e.g., hide areas of a results report where there are no reportable elements.) 33. Data retrieved must be exportable and printable. (e.g., exportable to Excel) 34. Retrieved address data must be linked to a visual address map and satellite image. 35. The telephone data search results must include landline, voice over internet, and cellular telephone numbers. 36. Data retrieved on individuals must be formatted into a single, all-inclusive report format that identifies, with or without data, all of the following information elements when available: a. Name (First, Middle, Last), b. Name Variations, c. Date of Birth, d. Date of Death, e. Social Security Number (SSN), f. Current and Past Address(es), g. County, h. Telephone Number(s), i. Relational individuals and businesses (including neighbors) Name, Address and Telephone Number, j. Criminal or Civil Liens and Judgments, k. Assets (e.g. vehicles, properties, watercraft), l. Bankruptcies, m. Work Identifiers, n. Personal and Professional Licenses or Permits (including concealed weapons), and, o. Motor Vehicle License(s), Registration(s), and descriptives. 37. Data retrieved on businesses must be formatted into a single, all-inclusive report format that identifies, with or without data, all of the following information elements when available: a. Business Name, b. Business Name Variations or Name DBA's (Doing Business As), c. Business Address (street, city, state, zip code, county), d. Business Telephone Number, e. Parent Company, f. Corporate Filings, g. Uniform Commercial Code (UCC) Filings, h. Current and Previous Ownership, Registered Agents i. Criminal or Civil Liens and Judgments, j. Assets (e.g. vehicles, properties, watercraft), k. Bankruptcies, and l. Business Internet Domain Names(s). Specific to Health Care Providers and Businesses Health Care Search Requirements: The Service must provide the ability to enter a wide variety of data search elements on Health Care Providers, individuals and businesses, which include: 38. Search for Health Care Provider(s) - Individual(s), with the ability to use one or a combination of data entry elements that must include: a. Name (First, Middle, Last), b. Date of Birth, c. Social Security Number (SSN), d. Tax Identification Number (TIN), e. Address (street, city, state, zip code), f. License Number, g. License State. 39. Search for Administrative Actions against Health Care Provider(s) - Individual(s) (e.g. licensure revocations), including the search option to include Office of Inspector General (OIG) exclusions (Sanctions and Debarments.), must be an available search option. 40.
