- The USDA, ARS, MSA intends to award a sole source procurement to Illumina, 5200 Illumina Way, San Deigo, CA. 92122 as they are the sole source for this type of instrument, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a MiSeq Nest Generation Sequencer (NGS). The NSG is a bench top instrument designed specifically for low throughput and small genome projects. This instrument must have an intergrated workflow design that incorporates clonal amplification, sequencing, and data analysis in a single instrument. The operating system for the instrument is based on Windows7, which is compatible with our current bioinformatics infrastructure at the Thad Cochran Southern Horticultural Laboratory. We intend to perform RNAseq application using the MiSeq instrument, which must have documented performance related to sequence accuracy and depth of sequencing coverage. The instrument and protocols must minimizes hands-on time in sample preparation and sequencing using hands-free automation because of the limited labor available to process samples. We intend to use the instrument as a genomics platform to be used by multiple labs at the Thad Cochran Southern Horticultural Laboratory. Thus, it must have minimum workflow concerns including Experiment Manager Software that offers an automated method of tracking sample analyses, format and syntax errors in reaction setup, and tracking experimental conditions and data. It must also have the widest application flexibility in order to support the analyses of multiple individuals or multiple species simultaneously for genetic marker identification and/or gene expression profiling or transcriptome sequencing. We require that runs be conducted with individual reagent cartridges to allow efficient operation and data collection on an intermittent basis, rather than having to operate the instrument continuously to achieve efficiency. The Government intends to award a firm fixed price Purchase Order on or about August 13, 2013, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 12, 2013. Information received will be considered solely for determining whether to conduct a competitive procurement.
