- Description
- The 90th Contracting Squadron, F.E. Warren AFB, WY intends to issue a Request for Proposal (RFP) for acquisition of "Wind Turbine Generator Maintenance" services requirement for one Gamesa and two Vesta wind turbines.The scope of work includes: the Contractor shall provide full service maintenance of two Vestas V47 660 kilowatt wind turbine generators (WTG's) and one Gamesa G87 2 megawatt WTG at F. E. Warren AFB, WY. The Vestas V47 turbines are located atop 50 meter (164') high tubular towers and the Gamesa G87 is located atop 67 meter (220') high tubular tower. The Contractor shall provide all supervision, personnel, equipment, vehicles, transportation, tools and services necessary to perform work. Also, the contractor shall provide annual blade inspections for all WTGs. Major components will not be considered routine maintenance and will be acquired under a separate contract. The period of performance will consist of a base year and four option years. The government anticipates soliciting for the award of a Firm Fixed Price Services Contract. This acquisition will fall under the North American Industry Classification System (NAICS) code of 811310, with a size standard of $7 million. This requirement will be competed full and open with no restriction on competition. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime contractor and work accomplished by the teaming partners. Award will be made on a basis of Performance Price Tradeoff evaluations of proposals where past performance may be significantly more important than price. The government anticipates the issuance of the RFP on or about August 12, 2013 with an award date no later than November 30, 2013. Potential offerors are responsible for monitoring this site for release of the solicitation package. To be eligible for contract award, offerors must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR website at http://www.sam.gov. Contractors must also submit their Representations and Certifications Applications (ORCA) website at https://sam.gov. The RFP will be released using the Electronic Posting System (EPS) available at http://www.fbo.gov. All solicitation information may be obtained through the above referenced website. The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
