Description
Background: The General Services Administration, Public Buildings Service, Service Centers Division, Contract Services Branch (6PSC), Region 6, is seeking small businesses having the ability to provide lawn, tree, shrub, flower, and field maintenance for the five (5) premises listed below: Richard Bolling Federal Building 601 E. 12th Street Kansas City, Missouri Richard Bolling Adjacent Parking Lot 701 E. 12th Street Kansas City, Missouri Bannister Federal Complex 1500 E. Bannister Road Kansas City, Missouri Bannister Federal Complex 2306/2312 E. Bannister Road Kansas City, Missouri Federal Building 8930 Ward Parkway Kansas City, Missouri Brief Description of the work: The contractor shall cut all grassy turf areas approximately once per week during the mowing season. All lawn clippings must be removed. This may be accomplished by raking, bagging, or mulching. Any area that is cut, trimmed or raked, must be completed before going to another area and be free of excess clippings. All concrete and asphalt areas (sidewalks, driveways, parking lots and patios) shall be kept weed free. All walks, curbs and drives shall be vertically edged. In the fall, leaves shall be picked up before mowing. The Contractor shall provide a chemical treatment program to promote the growth of a healthy lawn while eliminating pest weeds. This should include broadleaf weed control, pre-emergent crabgrass control, fertilizer with slow release nitrogen, balanced fertilizer, and grub control. The contractor shall also apply surface feeding insect control and fungus control on an as needed basis. The Contractor should be capable of providing general landscaping services, including those listed below, on an as needed basis: •Power Seeding •Watering •Aerating •Replacing Sod •Dethatching •Tree Fertilization •Tree Trimming •Chemical Soil Sterilization •Grading and Loading •Irrigation System Maintenance and Repair •Ditch Maintenance •Delivery and Installation of Mulch, Rock, Sand, and Soil •Tree Removal •Stump Grinding •Pruning, Planting, and Trimming of Bushes, Shrubs, and Small Trees The Contractor will promptly remove from the premises and dispose of all clippings, trimmings, cuttings and debris resulting from any work performed. Equipment, material, and personnel shall be furnished by the Contractor. Work must be done at a time and in a manner as to not interfere with the normal work and activities of the facilities. All spraying of chemicals will be accomplished after normal working hours. The Contractor must be capable of working at all locations simultaneously. At least 50 percent of the cost of contract performance incurred for personnel under this contract shall be expended for employees of the concern. Action: Interested parties shall provide a written notice to the Contracting Officer which details: •Evidence that your firm is a small business under NAICS code 561730 Titled "Landscaping Services." Size Standard is $7 million in average annual receipts. •Evidence of any other socioeconomic indicators applicable to your firm (i.e. 8(a), HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), and/or Woman Owned Small Business (WOSB)) •A description of your company's technical ability to provide lawn and landscape services for the five (5) premises listed above. •Your proposed project manager's resume •One sheet experience list of all areas in which your firm has provided commercial lawn and landscape for facilities of comparable size within the past one (1) year. Include the location/building name, address, city and state and customer name. •If you are not a local vendor, how you will perform the work along with a list of subcontractors/relationships you would use to complete the work. Keep in mind that in accordance with FAR 52.219-14, at least 50 percent of the cost of contract performance incurred for personnel under this contract shall be expended for employees of the concern.
