- FOR MORE INFORMATION PLEASE CONTACT: Mark Conrad 443-395-7013 mark.g.conrad.civ@mail.mil US Army Communications-Electronics Command (CECOM) Security Assistance Management Directorate (SAMD) is seeking small business sources able to provide ground seismic sensor and video surveillance systems. CECOM SAMD has a Foreign Military Sales requirement for possible Small Business Set-Aside as follows: Tactical sensor suites are to function as monitored physical security systems with remote sensors. The systems shall provide early warning, intrusion detection, and threat classification (distinguish vehicles from personnel). The systems shall operate in all types of terrain under extreme temperature and climatic conditions. FIRST REQUIRED ITEMS: Four (4) tactical seismic sensor sets. Each set shall consist of an attended monitor and three outlying remote sensors. Application: The sets shall be able in the following mission areas - ISR Operations Force Protection Special Operations Missions Border Surveillance Intrusion Detection Counter Drug Missions Homeland Security Enivronmental. The sets shall operate in all types of terrain, under extreme temperature and climatic conditions. Size and weight. Small and lightweight; A single set must be able able to be carried by a single warfighter in ALICE or MOLLE mission equipment packs. Technical performance. Each remote sensor must include a seismic sensing detector and a second detector that may be either passive infrared or acoustic. The set must classify and report targets as personnel or vehicle. (Further sub-classification, such as distinguishing tracked or wheeled vehicles, is also acceptable.) Target Class Detection Range Vehicle 100 m minimum Personnel 60 m minimum (The detection ranges may be achieved by either seismic or second sensor detection, or both.) Monitor to sensor link: wireless. The monitor must be able to display sensor alarms. Receiver at monitor location: at least -90dbm sensitivity. The sensor to monitor transmission range shall be at least 1km line-of-sight. Power: battery and/or solar powered. Must be able to operate for 15 days in idle mode without changing batteries. Sensor color: tactical (i.e. green, drab, tan, or multi-color camouflage) The contractor shall provide OCONUS operator training to (15) students/student trainers each, each iteration to last up to 3 days. SECOND REQUIRED ITEMS: Seismic/Video Sensor Suites: Application and function: Provide incursion detection and remote video. Configuration. The suite will consist of a minimum of 9 field deployable tactical seismic sensors and at a minimum of 3 unattended ground imaging sensors, and a remote monitor element. Each tactical seismic sensor shall be capable of seismic detection and a second mode of detection (either acoustic or passive infrared). It is acceptable for the sensors to require operator selection and physical configuration for seismic detection or for second mode detection, without being able to provide both modes simultaneously. The unattended ground imaging sensors shall provide remote video to a monitor element Sensor data reports shall be sent via wireless to the monitor element. Enivronmental. The sets shall operate in all types of terrain, under extreme temperature and climatic conditions. Size and weight. Small and lightweight; easily transported in one or more ALICE or MOLLE mission equipment packs.Monitors: ruggedized tablet or laptop; may be a single monitor for both the video and seismic sensing, or separate monitors. The monitor(s) total weight including all accessories except for the antenna mast shall not exceed 40 pounds. Technical performance. The sensors must classify and report targets as personnel or vehicle. (Further sub-classification, such as distinguishing tracked or wheeled vehicles, is also acceptable.) Target Class Detection Range Vehicle 100 m minimum Personnel 60 m minimum (The detection ranges may be achieved by either seismic detection or the second mode detection, or both.) Monitor to sensor link: wireless. The monitor must be able to display sensor alarms. Receiver at monitor location: at least -90dbm sensitivity. Remote ground imaging sensor: each sensor must have two cameras (day and night/IR). oRequired ground imaging sensor capabilities: Day (color) surveillance Night (thermal) surveillance Video motion detection Pan and tilt remotely controlled from monitor Pan and tilt minimum of 50x15 degrees Tamper warning Live real-time video stream to monitor via wireless IR camera human detection range minimum of 900m at night Day camera minimum of 648x480 pixel, with minimum of 8x optical zoom Daytime human detection range minimum of 3000m Transmission range from sensor to monitor minimum of 15 km Battery life with constant video streaming - minimum of 5 days. Sensor weight with batteries - maximum of 25 kg oThe monitor must be able to be remotely placed up to 100m from the receiving antenna, with cable connection. oAn antenna mast (minimum 6m) must be provided in order to maximize distances to sensors. If the receive antenna is directional, then one antenna must be provided for each video sensor. Power: battery or solar powered. Must be able to operate for 15 days in idle mode without changing batteries. Sensor color: tactical (i.e. green, drab, stone, or tan, or multi-color camouflage) The contractor shall provide OCONUS operator training to (15) students/student trainers, the training to last up to 3 days. The Government does not intend to fund non-recurring engineering that may be required to provide the requested services. Answering this Market Survey The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The US Government is not seeking or accepting unsolicited proposals. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The Government may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Companies are requested to verify in writing who they are getting the end item from if they are not the actual manufacturers, because to meet small-business criteria, the company must either be itself a small business manufacturer or obtain end items from another small business that is the manufacturer. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, All responses to this market survey must be received 15 August 2013 at 4:00 PM CST.
