Description
PERFORMANCE WORK STATEMENT The USDA Forest Service, Northern Research Station intends to negotiate on a Sole Source basis a multi-year award for scientific and agricultural services to Courtney Kerns, DBA Larix Ecological Services (DUNS = 961806770) under the authority FAR 13.306-1 (b)-- Soliciting from a Single Source; and FAR 6.302-1-Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Larix Ecological Services will participate in collecting botanical and forestry field data, preparing the data for analysis, and analyzing data as a part of three research projects: 1) the Tip-up Mound Study; 2) the Red Pine Retention Experiment, 3) the Red Pine Prescribed Burn Study, and 4) the Global Influence Study. For this contract, the Contractor will be responsible for locating and setting up field plots, collecting data (plant, fuels, and tree size/density), inputting data into excel spreadsheets, and summarizing data sets into tables and graphs. The Contractor will supply the Grand Rapids office of the NRS with raw data sheets and resulting databases containing all field data collected. Products and services will specifically include: 1) establishing and or relocating plant community, sapling, and fuels measurement plots, 2) collecting ground layer plant abundance, tip-up mound size, sapling size/density, and fuel size/density measurements; 3) inputting data into excel spreadsheet files; and 4) summarizing resultant dataset means (+ standard errors) by treatment, by block, by block x treatment, and boxplots of raw data. The period of performance is approximately as follows: BASE PERIOD = September 5, 2013 to September 4, 2014 OPTION PERIOD 1 = September 5, 2014 to September 4, 2015 OPTION PERIOD 2 = September 5, 2015 to September 4, 2016 Interested Contractors may identify their capability to respond to the requirement or submit qualifications in accordance with the attached Performance Work Statement. This Notice of Intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
